Alright so let's summarize what we want here.
1. Something that beats most steels (looking at Skarmory the most here, along with HP Ice Forretress, Ferrothorn and most steels in general. It would be preferable to either lure in, or have something so powerful that they turn into liabilities.
2. Pressure hazard setters, and get SR off the field somewhat reliably, but it isn't a must-have spinner situation as Dragonite's Roost allows him to stay alive fairly decently. Still, the multiscale helps. Again the main ways of dealing with this is either a powerful spinner (LO Starmie) or a mon that beats most hazard setters (CB Victini is a notable one, but it needs sun, which I actually don't mind doing. If anyone wants to nominate that thing, that would be fun, as Lilligant/Venu also beats Hippo)
3. Lure weak attacks stuff like Surfs, Pursuits etc. to let Dragonite get good setup fodder.

Alright so this thing. Espeon is pretty nice at doing damage to hazard setters, revenge killing non scarfed Keldeo, while luring Tyranitar and Scizor.(something that will be useful as Scizor resist dragon, and it gets rid of a weather starter if we decide to use weather, which is likely)It also beats most of those hazard setters like Gyro Ball Ferro/Forry, Skarm and Hippowdon, it even does well vs Sashed Terrakion, at least pressuring it to not be able to setup the layer of SR it's supposed to. Notice a pattern here? Those mons I mentioned as Hazard setters are also the main checks to SubDD Dragonite. It can also reflect back random Tspikes from Tentacruel (if the player somehow does that) and kill it off with a Psyshock.
Yeah so that's what I got, Tspikes sounds really promising from Dice though
