Suicune is a Pokémon that often requires to be built around itself and plays as a wincon for these sorts of Balances. It also possesses Pressure to annoy Stall. Articuno outspeeds suicune and can get rid of any boosts with Haze. It also has pressure on its own so limits the amount of times Suicune can click scald. Scald also does minimal damage. Even factoring in Stealth Rock damage, Articuno can even switch in on a +1 crit Scald from Suicune, and it outspeeds suicune so it can roost off any damage inflicted and can 3HKO it back with . Also thanks to heal bell, it can also heal itself from its burns.

Offensively though, Articuno 3HKOs an uninvested Suicune with Freeze Dry, meaning that it can't effectively PP stall with rest/talk.

Offensive Celebi is a huge threat to Suicune as Suicune has trouble bypassing it with only Scald in its Moveset, Celebi also doesn't mind
Sccald burns as it can natural cure this of when it gets withdrawn, furthermore having access to Giga Drain to recover health back is a great tool as well against CroCune.
Also Celebi only needs 1 Nasty Plot to OHKO with Z-Giga Drain even when Suicune is at +1 with a Calm Mind setup, making celebi a great offensive counter to CroCune.

You scald on another Suicune counter, and you lose your Suicune or have to switch it. You scald on a Facade Altaria, and you lose 4 mons and possibly the whole game. Altaria is arguably the scariest setup sweeper in the tier and Suicune hands out free setup to it like candy, it can easily setup and roost the damage, and if it gets burned? Even better.

Self-explantory as to why this is a hard counter to Suicune. Dry Skin prevents it using the only move it runs then you just SD once and proceed to 2OHKO it with Gunk into Drain Punch. Item of choice is up to you, LO giving it consistent damage on its moves which it can heal the recoil damage off by Suicune using Scald. Or use Poisonium Z to nuke it after an SD boost.

Zeraora is a great check to crocune, much better than it is to vincune due to the lack of substitute, meaning it isnt punished for getting a free switch in. Bulk up set here allows for the Z-Plasma fists, which is a solid OHKO after rocks + leftovers, or a 56.3% chance to OHKO from full without rocks.

Zeraora may even attempt to directly swap in on CroCune, but it has to watch out incase it gets scald burned, at which point it will probably lose without cleric support, but this is still very much in its favour when combined with the 50/50 of calm mind or scald and then the 30% burn chance.

I am submitting Reuniclus as a counter. It can switch in on the Suicine as it uses Calm Mind, and effectively use it as fodder for setting up Calm Mind of its own because it’s got Recover to discard Scald damage and the ability to bust through with Psyshock or Energy Ball, given enough boosts.

Tenta is a hard check to Suicune. It is faster and easily Hazes away all those accumulated Calm Minds. It resists Scald and retaliates with Sludge Bomb/Knock Off. However, its only a check because it can keep Cune at bay, and not actually knock it out. If both players play at their best, this scenario can go either way.

Since everyone is snatching fast, i gotta hit them up with the best HARD CHECK ever. Hydreigon can solidly check Suicune due to its Dragon typing making it resist the only move that SuiCUNT can go for(Scald), and roost off the damage. Seems neat, right?

but no. That's not the only thing Hydra can do to Suicune. Hydreigon has TAUNT. That means water doggo can't calm mind up to High Heaven and it can't recover off the damage you fire off against it.

However, i'm calling it a hard check instead of a counter because it can get screwed over by Pressure if its Z is used, and if its at +1, it takes some time to chip it. It also really dislikes burns unless paired with a cleric.

But what's stopping Cune from just clicking CM while you swap to Azelf? You aren't gonna get it in on a double every time, are you?

Simply clicking Nasty Plot gives you the means to overcome that issue next turn while Cune is unable to take you out at +1.
 
Toxicroak is definitely the best counter because Suicune can't do anything to it, and unlike other water immunities which Suicune can still attempt to PP stall, Toxicroak can just set up to +6 and slap it without a care.
Articuno is another favored counter of mine, I've actually tried to play Suicune into Articuno before on the Mega Sableye ladder (Where Articuno was everywhere) And it definitely absolutely hard stops it everytime.
Favorite check (Which honestly feels like a borderline counter) is Hydreigon. It's my favorite check to splash onto teams and taunt + water resist + recovery definitely stops Cune dead..
