Clefable is a Pokemon that tends to lure in Heatran a lot. Heatran is usually pretty safe to switch into non-LO Clefable, and even LO Clef is forced out by most Heatran variants. However, bulky Clef is a very interesting mon, since you can basically tech in whatever you need on it. The only two moves it will always need are Moonblast and Soft-Boiled. This is where Dig shows itself as a surprisingly decent option to absolutely destroy Heatran, whether it be on the switch for SpD Tran, or once it's on the field, for Offensive Heatran.
The 20 EVs investment in Atk allows Clefable to always OHKO max HP Heatran after Rocks:
• 20 Atk Clefable Tectonic Rage (160 BP) vs. 252 HP / 0 Def Heatran: 340-400 (88 - 103.6%) -- 25% chance to OHKO / guaranteed OHKO after Stealth Rock
and always OHKO Offensive Tran, no matter what its spread is:
• 20 Atk Clefable Tectonic Rage (160 BP) vs. 0 HP / 4 Def Heatran: 336-396 (104 - 122.6%) -- guaranteed OHKO
