It is fake in the sense that it is not official. It is just a random image made by a random person. If anything, I would compare it to the images going around that show some predicted Regi stats as a nice infographic. They are completely unsourced, yet people believe it to be real and even go as far to say they were leaked/datamined.

Given that Sandshrew can be found in Hoenn but we don't call it Hoennian Sandshrew, I'm in favor of "Johtonian Slowbro" for consistency's sake.

Slowking can’t be found in Kanto. The King’s Rock can only be found in the Sevii Islands, which is not part of Kanto, and Slowking itself is completely unavailable in Let’s Go.

Oh it's absolutely terrible, but a neutral Speed Regieleki is already faster than 252+ Dragapult so there's no where else to put it except maybe into Attack /and/ Sp. Attack.
