I know it's kinda gimmicky, so if it breaks any rules, sorry! Venonat can take any move that Snubbull wants to throw at it, put Snubbull to sleep, then heal up with Morning Sun or Attack straight away with Sludge Bombs. Compound Eyes can be used for hitting Sleep Powder 97.5% of the time or Tinted Lens is there to hit hard on most pokemon. HP Fire for coverage on steels.

Oddish is a solid counter to Snubbull, being able to outspeed, resist the damage with it's good defensive stats (21/14/13 with just investing 116 EV's on defense), use stun spore, and afford to heal itself or threathen a possible 1hko with it's awesome 18 SpA with modest nature, and works even better on sun by being able to outspeed any non-scarfed mon and potentially drain them to death. With synthesis, you can make sure you can repeatedly counter snubbull on a long term match.
Aside from pawniard, gastly and ferroseed, there's little other things in the meta that can switch safely into this thing without risking being hit hard, that's why stun spore to paralize Pawniard and gastly, while ferroseed forces oddish out, which i would say it's the least dangerous of those 3.

Porygon takes 12 dmg max from Close Combat after Tracing Intimidate, let alone anything else. Just spam Recover and kill after def drops. Doubles as a Chinchou switch-in and a reliable answer to Fletchling thanks to its high bulk and still good power. You could opt for shifting 80 HP EVs into Speed. Still, a bit prone to hax.

just use Sticky Hold, so you can even switch into Fighters
 
also, js, the spread of snubbul might be suboptimal, because it takes 3 dmg from rocks as opposed to two. I suggest you to shift those 80 EVs, might be more useful in defenses.
