[W.I.P] Smeargle

[Pros]

Still the prince of Baton Pass.

The addition of Sticky Web gives Smeargle another powerful tool in his arsenal, one very few other viable Pokemon have.

Still has all the moves.

[Cons]

Terrible stats all-around.

Nerfs to Spore and sleep mechanics hit him pretty hard.

Has to compete with Blaziken as a Baton Passer, which really sucks.

[Set Recommendations]

Smeargle @ Focus Sash
Ability: Own Tempo
EVs: 252 HP / 4 Def / 252 Spe
Jolly Nature (+Spe, -SpA)
- Baton Pass
- Shell Smash
- Spore
- Ingrain / Taunt

[Checks and Counters]

Both sets are hard countered by Taunt and Magic Coat. Espeon does a fairly good job of beating both sets as well. Hazards set loses to Rapid Spinners such as Excadrill and Starmie, while the Baton Pass set loses to phazers such as Skarmory.

Just as a quick thought, you might want to mention Dark Void as a slash with Spore or in AC, as it gives Smeargle some sort of Sleep option for Grass types at the cost of some accuracy. It's not as reliable as Spore, but it does hit every type for a chance at Sleep.

Also in AC, you might want to mention Rapid Spin. Decent way of dealing with other Smeargle leads or Sticky Web users.
