[OVERVIEW]
Vileplume has access to the combination of Sleep Powder and Stun Spore, allowing it to inflict multiple important status ailments to support its teammates. It also can boost and go on the offensive with Swords Dance, and it has good all-around stats except Speed. However, Vileplume is slower than every viable Pokemon in the tier, which makes it difficult to boost with Swords Dance and do anything significant, especially due to Tentacruel and Dragonite shutting it down with Wrap.
Unfortunately, Vileplume is too outclassed to see use on competitive RBY UU teams. Venusaur has the same typing and comparable bulk, but its superior Speed makes it much easier to get off sleep, especially against Hypno, and then capitalize on this with Swords Dance. Venusaur also has Razor Leaf, which gives it a much stronger STAB move than Vileplume's Mega Drain. Mega Drain fails to OHKO even 4x weak enemies in Golem and Omastar. For a defensive utility role, Tangela has more bulk and a better defensive typing in pure Grass, letting it resist Ground and take neutral damage from Psychic. Vileplume's secondary Poison typing means it gets absolutely ruined by both Kadabra and Hypno, which 2HKO it with Psychic. Tangela also has access to Bind, meaning it can get free switches for its teammates while spreading sleep and paralysis.

Vileplume looks to support its team by spreading status with Sleep Powder and Stun Spore. Stun Spore is helpful to paralyze pesky Ground-types like Dugtrio and Golem. Mega Drain lets Vileplume recover some of its HP when it has the opportunity to get a hit off, especially against the aforementioned Pokemon and Omastar. Body Slam is a good physical tool to get chip damage and land a potential paralysis in the process. Vileplume can run Swords Dance over Stun Spore in an effort to go on the offensive, which can make it surprisingly strong. With Hyper Beam over Body Slam, it can even OHKO common threat Kadabra at +2. Unfortunately, Venusaur is far better in this role.
