[OVERVIEW]
Wielding the strongest viable Grass-type move in the tier, one of the most consistent sleep-inducing tools in Sleep Powder, as well as a highly valuable sweeping and pivot tool thanks to Wrap, Victreebel has a unique niche in RBY Ubers. These traits make Victreebel extremely valuable versus key Pokemon such as Slowbro, Rhydon, and Reflect Snorlax. In addition, its Grass-typing also allows it to defensively check most Electric-types such Jolteon and the niche Electrode. This comes together to make Victreebel a potentially deadly sweeper and win condition, especially when loaded into the right team matchup, while also providing valuable utility and serving purpose in the earlier parts of the game.
However, Victreebel comes with a slew of inconsistency and issues that leave it short of being a staple. Its typing, while generally good offensively, still causes it to struggle against a large amount of the tier's notable threats, such as Exeggutor, Zapdos, Gengar, Jynx, and most importantly the ubiquitous Mewtwo. Its matchup versus Gengar is especially atrocious, as it is unable to apply pressure with Wrap and deals pitiful damage with Razor Leaf, while also being outsped. Its Speed tier is also mediocre, being outsped by many of its problem matchups while only outspeeding Pokemon already considered slow for the metagame.

Victreebel has a few possible customization options available from its movepool. Stun Spore can be used over Swords Dance, granting Victreebel the coveted "Double Powder" combination while turning it into more of a status spreading support Pokemon. Alternatively, Stun Spore can be used over Sleep Powder, allowing Victreebel to threaten status if a teammate like Chansey or Lapras is already threatening sleep.
