The only thing that can outspeed +2 Torterra in this current metagame is barraskewda in Rain or choice scarfed, which both have their own risks

After switching around between tiers a couple times, now Torkoal and Pelipper are both UU. That'll be interesting to see—especially since Ninetales didn't make much of an impact.
