Should Swift Swim only be banned for Water-Types?

Playing around with a Rain team, it came to my attention that Drizzle and Swift Swim together are illegal. Looking into the matter, I learned that the reason is that if water-type Pokemon could get a speed boost AND a STAB boost, they would be unstoppable.
So what of Pokemon like Beartic? Beartic and Armaldo have Swift Swim, but they do not use Water Moves! It's like Drought+Cloryphyll, which is not banned. Think about it. Wouldn't it be awesome to use those cool Polar Bear and Fossil Bug in competitive play?
