Pros:
-Great offensive and defensive typing with plenty of good resists
-Defog access and the STABs to scare out common hazard setters like Great Tusk or Ting-Lu
-High power physical and special STABs lends a degree of unpredictability, switching in a phys wall on a special attacking set will lead to pain and vice-versa
-Newfound access to Knock allows Swanna to pressure anything coming in to impede it's progress via item loss
-Flip Turn is a great new move in general as well, meaning a defensive answer won't entirely sap your momentum

Cons:
-Swanna's offensive stats are middling at best, high power moves make up for this somewhat but you'll still hit a lot less hard than you'd want to for an offensive mon.
-No way for Swanna to boost so those mid offenses will always be mid, meaning defensive answers can sit on this mon basically forever.
-Poor bulk, despite the great defensive typing you take tons of damage from pretty much any offensive move, even resisted hits hurt.
-Comparatively slow compared to other offensive threats in meta, requiring some sort of speed control or Scarf.
-The typing, while still great, leaves you vulnerable to SR meaning HDB are required for anything short of HO playstyle and a 4x Electric weakness means all Electric mons, and even weak Volt Switches scare you out or force Tera.

Tera Options:
Ground turns both of Swanna's weaknesses into an immunity and a resist and is best defensively. STABs are good to give Swanna that extra oomph to actually make it's attacks sting. No other types are really worth it imo but you could argue some more niche ones like Dark or Grass.

Example Sets:
Offensive Utility
:swanna:
Swanna @ Heavy-Duty Boots
Ability: Hydration
Tera Type: Ground / Water
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Knock Off / Liquidation / Brave Bird
- Roost
- Defog
- Flip Turn

Simple set, get in, try to Defog hazards, smack anything that tries to come in with Knock off or STABs (Preferably Knock Off) or just Flip Turn out. You can run another attacking move over Roost if you want but the longevity would be nice for this set in general, even if it allows to take just 1 more hit.

Specially Offensive Defog
:swanna:
Swanna @ Heavy-Duty Boots / Life Orb
Ability: Hydration
Tera Type: Water / Flying
EVs: 4 Def / 252 SpA / 252 Spe
Timid Nature
- Hurricane
- Hydro Pump
- Defog
- Flip Turn

Defog but it's a lot more threatening to Great Tusk in particular. You don't want to use weaker alternatives on this set cause you already have low damage, you have to be as threatening as possible to scare out the various hazard setters. Life Orb gives you the ability to cleanly OHKO defensive Gliscor and Lando-T, and 2HKO neutral Tera Garganacl and Clodsire with Hydro Pump without needing to Tera.

Band Birb
:swanna:
Swanna @ Choice Band
Ability: Hydration
Tera Type: Flying / Water
EVs: 252 Atk / 4 Def / 252 Spe
Jolly Nature
- Brave Bird
- Knock Off
- Liquidation / Aqua Jet
- Flip Turn

This set is pretty funny, banded hits still won't feel good for a lot of mons even if Swanna's offensive starts aren't very good, and it has Aqua Jet to leverage it's meh speed for a revenge kill on weakened squishy targets.

Choice Birb
:swanna:
Swanna @ Choice Specs / Choice Scarf
Ability: Hydration
Tera Type: Water / Flying / Grass
EVs: 4 Def / 252 SpA / 252 Spe
Timid Nature
- Hurricane
- Hydro Pump
- Ice Beam / Tera Blast
- Flip Turn

Dual high power STABs with specs will sting a lot of potential answers, especially in rain should you opt for specs, but Swanna's speed is still quite nice after scarf letting you get the jump on the entire unboosted metagame. If you hate Rotom-W enough you can use Tera Grass and Tera Blast which also smacks other Water-types a lot harder than Hurricane.

So, clearly not an OU-worthy threat, but I think this swan's got the stuff to be usable in PU, perhaps even NU. Low tier Rain teams should also have a lot of fun with this mon as well. Hopefully it will avoid being Untiered like it was in SwSh.
