This is my first RMT on Smogon, so sorry if there's anything wrong. Sorry, no pretty pictures. Please give as much feedback as possible! (No team building process)

Jirachi @ Leftovers

Jirachi is my lead, ready to set up Stealth Rocks at any time. The infamous Thunder Wave/Iron Head paraflinch combo also can be found here. EVs provided make the HP just 1 away from being perfectly divisible by 16, which pairs well with Leftovers/Substitute. The other EVs were just to help its longevity, and just a tiny bit of oomph in the Iron Head.

Politoed (M) @ Leftovers
Trait: Drizzle
EVs: 160 HP / 92 Def / 4 SAtk / 252 SDef
Bold Nature (+Def, -Atk)
- Scald
- Ice Beam
- Perish Song
- Hypnosis


Here's the one that sets up the rain. Often I'll start with a Hypnosis, and Perish Song next turn, whether they switch or not. The EVs here provide as much bulk as possible in case of other weather starters, with just a tiny bit of SAtk EVs for Scald to dent something.

Here's my main physical beast. Spore is the most obvious move to have on here, and I decided to go with the Technician set. Swords Dance when the opponent switches from Spore (or while they're asleep). Unless I'm positive that nothing bad happens, Breloom will come after a fainted partner and Spore (explaining Focus Sash). EVs are put into SDef because Spore and Mach Punch leave me with no need for speed (in addition to Paralysis support from Jirachi).

Vaporeon (F) @ Leftovers
Trait: Hydration

The common, but effective Vaporeon. Rain, Rest, and Hydration go together like peanut butter, jelly, and bread. Surf over Scald because I don't need the burn at this point, after all I have Toxic. The EVs in HP were necessary, but I decided to invest more in Def than SDef due to nature.

Toxicroak (M) @ Life Orb
Trait: Dry Skin
EVs: 252 Atk / 4 SDef / 252 Spd

My secondary physical attacker. It runs Swords Dance over Bulk Up because I prefer the power. Taunt and Sucker Punch are a good pair. I'll only switch in when I see a good Swords Dance opportunity. In addition to being partners with each other, Sucker Punch provides me with my second priority and Taunt stops status, which ruins Toxicroak. The main combo: Use Life Orb to boost power of Drain Punch, boost healing, lose life, restore life with Dry Skin. EVs are self-explanatory.

Tentacruel (M) @ Leftovers
Trait: Rain Dish
EVs: 96 HP / 160 Def / 252 SDef
Bold Nature (+Def, -Atk)
- Surf
- Hidden Power [Electric]
- Toxic Spikes
- Rapid Spin


Tentacruel provides me with Rapid Spin, since Stealth Rock and Spikes somewhat damages my team. (Toxic Spikes only really hurts two members.) Now you may be wondering, why Toxic Spikes when 4 other team members carry status moves? Well, Tentacruel is the Pokemon on my team most in need of an opportunity to come in, and usually comes in after the others. In addition, I'll only set up Toxic Spikes when I know I can set up two layers. Longevity is the reason for the EVs, but Surf and HP Electric still hurt things. This guy is the one I am most open to for replacement, but it would need to be replaced by a non-Ferrothorn Rapid Spinner. (I hate Ferrothorn, and I'll only use it if ABSOLUTELY NECESSARY.)

Well, I hope I provided enough coverage. I've destroyed the common cores with this team, and the only type I don't resist is Ghost, which more than two Pokes take care of most Ghosts. Please give feedback!
 
Defensive Threats
Tyranitar:
  • Specially Defensive - Breloom and Toxicroak can rape this thing. Literally. But every member has a super-effective attack.
Rotom-W:
  • Standard - Once again, Breloom. But Politoed can drive it away with surprising ease.
Ferrothorn:
  • Standard - Toxicroak completely rapes this thing to pieces.
Politoed:
  • Defensive - Tentacruel's HP Electric can do something decent whilst resisting Poli's attacks. Breloom can destory if given the chance.
Gliscor:
  • Swords Dance - Vaporeon.
  • Substitute + Protect - Vaporeon.
  • AcroBat - Politoed + Vaporeon.
  • Defensive - Vaporeon.
Heatran:
  • Specially Defensive - Are you kidding? Wow. Three Waters and possibly my Fightings.
Jirachi:
  • Specially Defensive - This might serve some problems, but Vaporeon and Breloom can take it out when handled with care.
Skarmory:
  • Physically Defensive Spiker - Tentacruel's HP Elecetroc comes in handy here.
  • Specially Defensive Spiker - Uh...this might cause some problems, but Toxicroak can Taunt and get forced recoil.
Ninetales:
  • Specially Defensive - Haha. I'll force it to switch with Politoed, or just kill it with Tentacruel.
Celebi:
  • Physically Defensive - Ooh...Wait. Toxicroak's Taunt + sucker Punch works against a defensive Celebi.
Forretress:
  • Physically Defensive Spiker - Haha, Breloom gets easy setup on this.
  • Specially Defensive Spiker - Same here.
Gyarados:
  • RestTalk - Tentacruel, shall you never fail me.
Jellicent:
  • Utility Counter - Toxicroak's Taunt works wonders here, especially since Jellicent's only attack often activates Dry Skin.
Tentacruel:
  • Toxic Spikes - Breloom has a surprisingly easy time here.
Gastrodon:
  • Tank - This is the main pain in the ass. Tough, but Breloom can handle it.
Espeon:
  • Dual Screens - Toxicroak, since most Espeons will see a Psychic opportunity.
  • Baton Pass - Tougher, but Vaporeon does surprisingly well at stalling Espeon and the Pass Receiver.
Blissey:
  • Support - Are you kidding? Toxicroak gets easy setup.
Vaporeon:
  • Wish Support - Damn...this is one tough cookie. Breloom, do your job.
Latias:
  • Support - Toxicroak when feeling risky, Jirachi when not.
Bronzong:
  • Tank - Jeez. Toxicroak has a slight chance, but more often than not Jirachi will pull off SubWave and flinch to death while waiting for a critical.

Swampert:
  • Defensive - Brloom comes into play.
Mew:
  • Stallbreaker - Vaporeon.
Slowbro:
  • Tank - Breloom and Toxicroak go here...
Quagsire:
  • Curse - Say hi to Breloom.
  • Specially Defensive - Have you met Breloom?
  • Physically Defensive - Breloom, Quagsire. Quagsire, Breloom.

I'm not as experienced with Dream World as OU but here's the rate.

It seems that Breloom's Technician is the only reason that this is Dream World and not OU. Since Dream World is used to take advantage of as many Dream World abilities as possible, I suggest either changing Breloom to an OU set, or to use more Pokes that take advantage of Dream World. Since I assume that you want to continue to play in Dream World, why not try Chandelure, who probably has one of the best Dream World abilities. With Shadow Tag he can completely lock foes that are no threat to him, while is able to boost up to +6 Calm Minds. Taunt is to cripple walls like Blissey while Chandelure sets up. Flamethrower and Shadow Ball provide for excellent type coverage and STAB. Leftovers is a form of recovery, and the max speed spread is so that he can sweep rather effectively after being boosted. Chandelure also works as a spin blocker, and can lock foes while your Toxic Spikes poison them to death. Surprisingly Chandelure is more effective on a rain team than on might think, since with maxed Calm Mind Flamethrower still OHKOs all weak threats, and Shadow Ball is still a reliable STAB. Since Chandelure locks threats, he will never be against water types before he has Calm Minded up, and since almost all water moves are special, Chandelure can sponge them with +6 in Special Defense.

Flash fire chandelure is OU, shadow tag chandelure is banned. Nice team. On politoed run toxic instead of hypnosis. Accuracy is needed when dealing with pokemon like Rotom-W. That breloom is too specially defensiv oriented to be holding sash. Run leftovers, and make it 128 special defense and HP. That way it can take more hits, and with just special defense, it will not survive gliscors ice fang after sr damage. Try this toxicroak set: toxicroak@ life orb. Jolly nature, 252 att, 252 speed, 4 Hp. Swords Dance, ice punch, cross chop, and sucker punch. This set allows you to continue sweeping, when your opponent sends in threats to croak like gliscor and landorus. On tenticruel, run ice beam instead of hp electric. Dragonite usually comes in and sets up on tentacruel, as ddnite is a major threat to this team. After breloom is gone, how do you deal with quagsire and gastrodon? It seems they could be threats. I think you should run either cb azumarill, or scarf terrakion, to help deal with sand teams.

This would replace Tentacruel, as I don't see it getting much use on my team. Double status, with Heatran being the only challenging resister of both yet weak to Scald. I'm unsure if Rapid Spin and Rain Dish are legal together, though.

Huge Power / Adamant (+Atk, -SAtk)

Like Blue Knight suggested, I'll get this to replace either Tentacruel or Toxicroak in order to deal with sand teams. I don't know what to use for the last move, though, since most sand teams often use Landorus or Gliscor AND it's a weak move overall.

Change tenticruel for the blastoise set you poasted. Change toxicroak for this lucario set: lucario @ life orb, adament nature, with 252 attack, 4 HP and 252 speed. Crunch, swords dance, extremespeed, and close combat for the moves.
 
OK, with Ninetails you're saying there are deffensive threats. yet you don't think there are ANY Offensive threats to your team except Ghost types. Ninetails wont won't always be Deffensive and it can bring Drought to screw most of your Entire team Especially Toxicroak. you may want to change the Toxicroak for the Lucario that Blue Knight Suggested.
Here are actual offensive threats even if some are pretty rare to encounter:
Espeon Magic Bouncer @ LIfe Orb
Watch out for Psyshock as its High Sp.Atk can come straight through most of ur Specially Defensive pkmon.
Shadow Ball is used to do some Neutral damage to your pkmon.
Hidden Power Fighting is the only move you WONT have to worry about, unless they happen to run a HP Elec/Grass Espeon. Or they would swap out Hidden Power for Psychic to confuse you if it'd either go Psyshock, or Psychic.
Morning Sun is its main Recovery Move, if you dont time your moves right or predict its movements, you'll have a hard time against it.
Ninetails like i mentioned earlier can be a Drought-Tails and bring some sunny weather in to boost Fire Moves or Grant an INStANT Solarbeam to most of your pkmon for Neutral Damage. Also if you do manage to cancel out his sun with drizzle-toad, it may run Energy Ball just to be a pain in the behind. Along with his Speedy Hypnosis and Wide Lens, Ninetails is a deffenite Offensive threat to your team honestly, i've seen it cripple many Rain Teams being Speedy and Hypnosis messing up the main pkmon in the Rain team.
Gyarados doesn't usually use Rest-Talk, and it will try to counter your rain team against Jirachi with the rain in play, and D-Dance with Waterfall, Earthquake, and a filler move, a Mixed Sweeper Gyarados can really make a threat happen to your team if you dont predict it.
Starmie can also come in as a Mixed Sweeper OR as part of a Gravity Team that can really put a hurting on some of your pkmon if Gravity is even Neccesary to use on it. Most people would also bring in an Electric type with Thunder to counter your Drizzle Situation, mainly Jolteon can hurt your team badly.
