Protect - Thunder - Thunder
Okay, so a couple things.
-First of all, using Fake Tears is a questionable strategy because of the way that stat boosts and drops work in ASB. Basically, each stage boosts/decreases damage by 2HP. So, instead of doubling your damage output, Fake Tears boosts it by 4HP per action. Over a full round, Fake Tears - Uproar - Uproar would do 35 damage, whereas Uproar - Uproar - Uproar would do 40.5. Basically, in the vast majority of cases, it's more efficient to go all out rather than try and set up boosts. Also, keep in mind I could just switch next round and the stat drops would go away. Basically, to quote a smarter man than me:

-Also, using Uproar isn't the best idea either. The thing with moves like Uproar and Outrage is that they lock you in for three actions, so you're pretty much helpless for the duration of the move. This is especially bad when your opponent has a Normal resist, and guess what? I have a Ghost-type ready to capitalize on it. I realize that Uproar is your strongest move, but Stomp does similar damage, as does Flamethrower (because of Heliolisk's Dry Skin). Basically, try not to spam those moves while ordering first when your opponent can take advantage.
-Now, let's talk about your subs. First, your first sub is illegal. "Paralysis-inducing move" is a valid sub clause, but you can't add "non-damaging" on top of it. Other than that, it's a well-worded sub. Congratulations on mastering Frequency clauses! That's usually something that new people miss and make their subs easily abusable.
-Your second sub I have more issues with. Subbing for P/E is wise when mons have limited movepools like these, but I'm not sure why you'd want to use Howl when you're not ordering any physical moves. You would've been better off subbing Chill instead of Howl to conserve some energy, or doing something like "[IF] P/E, use Howl that action and replace your following actions with Stomp. Do not trigger consecutively." That sub punishes me for protecting by actually boosting your damage output, rather than wasting 4EN on a useless Howl.

Not much to say here. You did a good job of taking the one opportunity you had of dealing damage and just using your strongest attack; it's not like you had any other choice.
Also, while we're at it, take this opportunity to see what you get when you spam a single attack over and over again: look at my energy totals :P Shuppet has about the same energy as Wishmur even tho it's only been in the battle for half as long; that might come back to bite me in the ass.

IF Shadow ball is Disabled when you act, THEN replace all instances of Shadow Ball with Flamethrower.
IF you are below 20 HP when you act, THEN use Rest that action and replace all consecutive actions with Sleep Talk (Shadow Ball, Flamethrower, Astonish)
 

Torment - Taunt - Chill
First of all: remember all those moves that were in the "Other" category that you never used? Well, they're often deadly in ASB. Case in point: this round.
Basically, there's a couple of moves that you must always ALWAYS watch out for; Encore, Taunt, Torment and Imprison come to mind. You did a good job of subbing for Disable, but you missed a more threatening move in Torment. Also, if you're ordering first and your order set includes any non-damaging moves, make absolutely sure that your opponent isn't packing Taunt, or that you can play around it if they have it.

Second: that second sub has several problems. First of all, Sleep Talk can call up to four moves; since you only wrote three moves, the Sleep Talk part of the sub is ignored. (Always check the mechanics to your moves! The NDA is where you find this data) You also missed the frequency clause, so if Wishmur was below 20HP it would keep trying to use Rest even if it were already asleep. Something along the lines of "Only play this substitution once" is very important in substitutions that call for an action string like Rest - Sleep Talk - Sleep Talk.

Finally, I'm not even sure what Wishmur is doing in this matchup. You already saw that it can barely scratch Shuppet, and Shuppet has more than enough tricks (Disable, Torment) to play around Shadow Ball, which is the only move that Wishmur has against it. You also have a good matchup sitting on the bench in Inkay, so don't be afraid to switch. If you had gone to Inkay I would've been forced to switch around (because I really don't want Shuppet on Inkay). That would have given you the chance to order second this time.

Also, you'll see in the calcs that Wishmur was forced to struggle. Struggle is a bit weird so I'll tell you in our PM to avoid making this post even longer.

"I really wanted to switch Inkay in on the Counter-switch, but I couldn't because of Uproar locking me in. Now, I'm thinking, If I initiate a Switch phase, the opponent can bring in a more advantageous match-up that will be hard to get around even if I order second."

Well, I'm ruling that Shadow Ball + Flamethrower is an infeasible combination because one involves "creating a ball out of shadows" and the other "emmiting a stream of flames". I really don't see the two moves combining together. When a combo is ruled infeasible, the two moves are just separated, and one is used after the other. So, Shadow Ball - Flamethrower - Shadow Ball.

Also, word of advice: in cases like these, it's a good idea to ask the ref beforehand if your combo will be allowed. Or, in this case, ask me.

So, I was going thru your orders, and there's a couple of things to keep in mind:

-Always check if your mons have the moves you're ordering! Idk if Inkay's profile is not up to date or something, but Inkay doesn't actually know Knock Off. In a live battle, I could have just as easily Disabled Night Slash and you would've just struggled twice.
-"IF Shuppet uses Torment AND you have used Night Slash the previous action, THEN use Knock Off that action instead. Activate only once." This isn't a bad sub per se, but it's still exploitable. For example, I could've used Torment on A1. Here's an example of a better way to word that sub.

Also, I checked Inkay again after writing the above paragraph and
it doesn't know Night Slash either! Again, make sure your mons know the moves that you're trying to use!

Finally, let's talk about the move choices themselves. I don't really get Night Slash or Knock Off; you have a much stronger STAB in Foul Play and a nice secondary STAB in Dark Pulse, with a cool flinch chance to boot. Also, remember what I told you about Torment! You can easily play around it by not using the same move twice, so an action string of Foul Play - Dark Pulse - Foul Play would've saved you the need to make a substitution for Torment.

-First of all, let me congratulate you on having the courage to counterswitch. Many people are too terrified of ordering first to realize that it's just the better alternative sometimes, instead of sticking in an unfavorable matchup.
-Remember when I told you about frequency clauses? Use them! In your second sub, a simple "Do not trigger consecutively" would save you from disaster. Remember that Protect fails if used on consecutive actions, so it's paramount that you use frequency clauses on any sub involving Protect.
-You seem to have caught on to how deadly Taunt and Torment are; that's great. That being said, Chimchar also knows two other moves that are just as good: Encore and Counter. A lot of people (myself included) are of the opinion that Encore is the best move in the game, since it heavily restricts your opponent's options. Counter is just something that
must be accounted for if you're using a physical attacker--same thing for Mirror Coat and special attackers. You'll see why this is the case once you read thru the calcs.
-Finally, damaging evasives. Dig, Dive, Bounce and friends aren't as useless as in-game; far from it. Since they evade at priority 0 and strike at priority -1 or -2 (depending on the move), you can avoid your opponent's attacks completely and still do damage. In this particular instance, using Earthquake would heavily punish me for using Dig, since EQ's power is doubled when the mon is underground.

Not much to say here, to be honest. With Chimchar's speed decaying back to normal and Inkay being burned and weakened, I don't think that you could've avoided the KO. Your subs are also fine for the most part. I do have two bits of advice, tho.
-First of all, remember when I said that Encore was the best move in the game? I could've taken advantage of your subs with a simple Dig - Encore - something else. This orderset would've forced you to do Reflect A1, and then you would've been encored into Reflect for A2 and A3. Something like "
IF a P/E move, AND you do not have a Reflect up, AND Chimchar is not to use Encore on the following action, THEN use Reflect and push back actions. Only once" would've saved you from Encore on this particular instance.
-Second, this is mostly me being nitpicky because you didn't have much choice anyway, but I think you could've worked Trick Room into your subs to try and regain the speed advantage. I do see the merits of Reflect tho, so either one is fine, really.

Also btw, good job on working around Taunt and Torment with your orders. Doing that frees your subs for other things, which might come in handy later on.
