[OVERVIEW]
Silvally-Rock's poor defensive typing makes it wholly inferior to other Swords Dance sweepers in the tier. Other Silvally formes like Silvally-Poison and Silvally-Dark as well as both Rapidash formes are all significantly better than Silvally-Rock due to the defensive utility they provide for their team. It is also outclassed by Rhydon and Lycanroc-N as a Rock-type due to their significantly better bulk and access to priority, respectively, while both being overall stronger.

Silvally-Rock aims to set up with Swords Dance and then either break teams with Multi-Attack + Psychic Fangs or go for a sweep with Flame Charge. However, Rhydon and Lycanroc-N have better options to hit common physical walls like Palossand and Tangela after a Swords Dance with their superior physical coverage. In addition, Silvally-Poison, Silvally-Dark, and both Rapidash formes outclass Silvally-Rock as a Swords Dance wallbreaker and sweeper while also providing excellent defensive utility for their team.

(Other Swords Dance Rock-types like Rhydon and Lycanroc-N also outclass it because they're stronger, bulkier, acess to prio for latter etc.)

Silvally-Rock aims to setup a Swords Dance and then either break teams with Multi-Attack + Psychic Fangs or go for a sweep with Flame Charge. (typing wise, Rock-type also struggles offensively into a lot of the physical walls we have like Rhydon, Palossand, and to a lesser extent Tangela but the other Pokemon you've listed have better options to hit those for suepr effective damage) However, both of these roles are performed better by Silvally-Poison, Silvally-Dark, and both Rapidash forms, which also provide excellent defensive utility for their team. (better to compare with other SD rock types first, then silvallies, then dash forms imo because they have more similarities in that order)
