People still run Jump Kick and High Jump Kick even with that drawback. It’s just a move that can be used with more leeway compared to Wild Charge but you have to predict a bit reliably, especially when the Pokemon using it almost always have Ground coverage (Electivire Ice Punch, Luxray Ice Fang)
The only reason anyone runs the Jump Kicks is if they don't get Close Combat (which is also 10 less power than HJK). Which is to say, not many things run them anymore.
