LO>CB any time in little cup; the power difference is minimal and loss of 10% of your hp is much better than losing the ability to switch moves. Both sets seem extremely easy for Dokkora and Zuruggu to set up on, especially after a KO with pursuit. Also, return doesn't hit harder than earthquake because of STAB.

Also, you should mention that outspeeding Komatana is really important, as it gives Meguroko a lot of competition for pursuiting scarfer.

I'd personally give the Scarf set Intimidate instead of Overconfidence (yay for Japanese names). Overconfidence does give you the nifty attack boost which may make your end-game sweep easier, but since that Scarf set was more made for revenge-killing, it might be better to have Intimidate, especially if you're trying to revenge-kill something like Dokkora.

Also, if you're bent on revenging, why not give Meguroco Vengeance over Return? You get a ~37% increase in power if you can't hit anything super-effectively with your other moves, and it's only ~31% less powerful if you're not; that does not matter, as you most likely won't be using your Normal-type move unless you're revenging.

Agreeing with frog, also; CB isn't really worth it in LC when you can get Life Orb. However, Meguroco has a minimum of 20HP, which means it can't make it to 19HP, but 21HP works too; a better spread might be 36HP/180Atk/236Spe to get to that 21HP mark.
 
If Sandile had a way to boost its Speed other than Choice Scarf, I think it'd probably be pretty decent (despite the crippling Fighting-type weakness). Sucker Punch probably would have made it good too.

Moxie is a good ability as well, and Sandile obviously has great offensive typing. Without a way to boost Speed it's stuck with Scarf, which is what really cripples it. In theory it makes a good revenge killer/lategame sweeper, because its attacks get more powerful after a kill, but since its locked into Scarf its kinda irrelevant. If you have a +1 EQ I can just send in Gligar or Misdreavus or Mukrow etc, and if you're locked into Crunch I can set up Komatana (or worse, Zuruggu). Being at +1 doesn't really matter then.

Where's Substitute/EQ/Crunch/[Stone Edge/HP Ice]? With that great offensive typing above poster mentioned, it can scare a lot of stuff out (or scare them into staying in with Pursuit XD) and sub, then hit something like a Misdreavus or Komatana hard. If Diglett can use HP Ice for Gligar, so can this thing. Sad thing is has to choose between Moxie to bluff Scarf or Intimidate to help with Subs.

...Intimidate isn't unusable on the Scarf set...
