All Gens Retro Cup of Pokémon 2023 - Announcements and Administrative Decisions

[Vertigo]

This thread will be used to communicate any decisions the hosts (me, SparksBlade, Eledyr, Mashing and Hiro') might take as the tournament progresses, as well as various infomation about the teams and formats.

Main Stage format

For the first round, players will be randomly assigned into four groups of four players for each generation (for a total of 32 groups, 8*4), with the top 8 teams with the most wins collected proceeding to the playoffs.
In said groups, six points will be awarded for first place, four for second place, and two for third place in a group. If there is a tie for any position, the total number of points between those two positions will be split equally among the tied parties. For example, if two people are tied for first place, they will split ten (six for first + four for second) points between them for a total of five points each.

Playoffs tiebreaks

If there is a tie for the last spot of the qualifier or main stage, or a tie in any playoff round, a tiebreaker round will be played exclusively by them.
The tiebreak round will consist in a bo3, with the captains communicating to the hosts ONE confirmed tier each to play, then ranking the other seven by preference; the most preferred tier between the two unpicked ones will be selected as the third. In case of a tie, the pick will be randomized between the tied tiers.

RE: Qualifying format

Since this year we have an extensive number of teams to play for the qualifiers, the format they will be played in is a Round Robin with playoffs:

Every team will play 16 games in a preliminary Round Robin, and the team that wins this stage will automatically qualify for the Main Stage, while the top 2 to 7 will enter playoffs, from which three more teams will qualify in a single elimination round (seeded, so 2nd vs 7th, 3rd vs 6th and 4th vs 5th).

Qualifying tiebreakers

Any ties from 1st/2nd and 7th/8th place will be sorted out with an additional bo3 tiebreaker series at the end of the Round Robin, same per described in the playoffs tiebreaker above

If there is a tie for seeding within the 2nd-6th places, it will instead be broken by the strength of schedule (SoS) of the teams involved. Due to the asymmetric nature of these pairings, teams will not have strictly equal schedules; whichever team faced opponents that finished with the better overall record will take the higher seed in that case.
Should SoS also be tied, the teams will be considered fully tied and the higher seed will be drawn at random.

SoS may also be used liberally by the hosts as a last resort to avoid any situations that may potentially result in indefinite tiebreakers (eg. a 3-way tiebreak that repeatedly ties). Such situations will be handled on a case-by-case basis.

RE: zsynaps / Palestine vs. MassiveDestruction, Qualifier Round

Today zsynaps, Afrabs player, went to their opponent, MassiveDestruction, telling them they got subbed and to immediately challenge their supposed replacement, Palestine; while the match got played, Team Afrabs had no knowledge or intent of this happening, as zsynaps went behind their managers to setup this match, and there's no proof of them approving this (or any) sub. Team Peru failed to do diligence into checking if any of this information was true, although we acknowledge that zsynaps rushed them to get the game done.

For this reason, the game is deemed invalid, and ZSynaps is to be subbed out of this round; Team Afrabs must provide a sub to play their games. No other limitation is applied to the game.

- [ASI] 第二十五夜 vs Justamente [SPA]: the opponent's managers refused to provide a sub in the allotted time, while Justamente asked for a deadgame instead, all the while the game has playoff implication for Asia; this is ruled as an activity win for 第二十五夜.

- [ASI] baibaiats vs Jhonx~ [CHL]: player missed scheduled time and the managers did not provide a sub in the allotted time; this is ruled as an activity win for baibaiats.

It has brought to the hosts' attention that Ado had no activity on his team's server and even left it, forcing the managers to sub him out; this clearly constitutes as cancering.

For this reason, Ado is infracted for Unsportsmanlike Conduct; he is no longer a member of Team Spain, and he's banned in any role from the next edition of Retro Cup of Pokémon, RCoP 2024.

It has been brought to the hosts' attention that tigers jaw had no activity on his team's server and even left it, clearly constituting as failing to meet the minimum requirements for activity and cancering.

For this reason, tigers jaw is infracted for Unsportsmanlike Conduct; he is no longer a member of Team UK, and he's banned in any role from the next edition of Retro Cup of Pokémon, RCoP 2024.

Voyager missed scheduled time, and while mentalsoft/China's managers failed to contact UK managers to ask them to provide a sub, UK managers tried and failed to provide one in time. As a result, mentalsoft is granted the activity win.

Voyager missed scheduled time, Latin America managers asked UK managers to provide a sub and they failed to provide one in time. As a result, Thor is granted the activity win.

[USSR] CaptainMei vs. lukxray [LAT]
Latin America managers pinged USSR managers prior to subbing in lukxray over Spectear, with whom CaptainMei stopped responding to scheduling attempts. USSR managers later responded that CaptainMei was not able to play and no subs could be provided. As a result, lukxray is granted the activity win.

ant. never responded to 3d's and Brammi's scheduling attempts, and USSR managers ignored the pings of Canada and Oceania managers. As a result, 3d and Brammi are granted the activity win.
