PROS
  • Regice's defensive stats, 80/100/200, are stunning, mainly on the special end. This lets Regice tank most neutral hits in spite of typing.​
  • Although its movepool is otherwise limited, Regice having access to BoltBeam coverage allows it to hit everything neutrally, barring niche choices like :magnezone: and :rotom-heat:.​
CONS
  • Perhaps the biggest thorn in Regice's side is its pure-Ice typing, one of the worst defensive typings in the game. This cuts into its theoretically fantastic bulk because it only has one resistance alongside four common weaknesses. Its bulk is also compromised by its lack of recovery outside of unreliable means in RestTalk sets and Ice Body.​
    • A side-effect of this is Regice almost always has to run :heavy-duty-boots: to not take chip damage from Stealth Rock. Because of this, many teams using Regice will need ample hazard control; this is even more apparent if Regice is running an item like :choice-specs: or :assault-vest:.​
  • Regice also has an awful support movepool. While it has great coverage with BoltBeam, Regice only has Thunder Wave to soften opposing Pokemon for its teammates. It also lost Rock Polish in the transition to Generation 9, leaving only Curse for a setup move.​
  • Despite Regice's bulk, its offensive stats are a letdown. 100 Special Attack, while not bad, struggles to damage bulkier threats Regice will encounter. Regice's Attack and Speed are terrible; its Explosions deal pitiful damage and it underspeeds common slow Pokemon such as :skeledirge:, :raging-bolt:, and :corviknight:.​
TERA POTENTIAL
Steel
resists Rock and Steel but keeps the Fire and Fighting weaknesses; boosts Flash Cannon. Also makes the user immune to poison damage.
Water
resists Fire and Steel and is generally a good defensive type; boosts nothing.
Fairy
resists Fighting but keeps the Steel weakness, is a good defensive type regardless; boosts nothing.
Fighting
resists Rock and Steel but gains a Fairy weakness; boosts Focus Blast.
Electric
boosts Thunderbolt and grants resistance against Steel.

The only way Regice will ever have a semblance of recovery without Leftovers. RestTalk is already a bit unreliable, especially on something with such bad typing, so Regice almost always has to waste its Tera type. Ice Body is chosen over Clear Body on the off-chance that Regice is present in Snow, whether it be from Chilly Reception from :slowking-galar: or from :ninetales-alola:'s Snow Warning.

A set utilizing Choice Specs. Because Regice isn't running :heavy-duty-boots:, it's much weaker to hazards. The 4th slot is filler, since BoltBeam + Focus Blast hits everything needed; Explosion is a pseudo-pivoting option, while Thunder Wave cripples the foe heavily.

Conclusion:
Regice is still terrible in OU. In fact, one could argue Regice got worse because it lost Rock Polish, which was one of its best ways to circumvent an awful Speed stat. Even with the ability to Terastallize, its lack of utility, setup, and recovery moves ultimately melted it down. As for tiering, it's hard to see Regice in a place like ZU/Untiered with its absurd stats in spite of typing, so a place like PU seems realistic. However, PU is home to a fellow defensive Ice-type legendary, Articuno, who might give Regice some competition. Regardless, Regice should be able to carve a name for itself as a bulky, albeit limited, wallbreaker.

I'd also like to point out that Regice gets access to the combination of Curse + Body Press - which allows Regice to break through special walls like Blissey and with Tera Electric allowing Regice to get the upper hand on Pokemon like Kingambit, thanks to a usable base 100 Def stat being boosted with Curse, along with a stupendous natural base 200 SpDef. Ice Beam/Thunderbolt as a combination is realistically all you need from its special coverage. The best way to get Regice to work in OU is to run sets with mixed utility like this that other Pokemon can't do better. Regice handles some pretty nasty OU threats thanks to its unique combination of traits and I think it has OU potential compared to the last few metagames that it's been in before this. Tera + its movepool options did breathe some new life into Regice, and I think it's worth exploring more.

Tbh the loses of rock polish is pretty no consequential compared to the massive gain it got in terra typing away it's god awful ice typing to make good use of its beefy defences as well as abusing bolt beam at the same time.
