Question: How do players get their pokes?

Hi. I'm new to competitive battling and a trend I've noticed is that many people have pokemon that are event or legendaries, yet they seem to have 31 IVs and perfect natures for all of these non-breedable pokemon (eg. Jirachi and Latios).

I was wondering how people could get these pokes and battle on wifi. I know there's a program called pokegen, but I heard that those pokemon are illegal and not usable in competitive battling.

I would greatly appreciate some help/responses.

Basically, what the majority of us do is a thing called RNG, which is explained in the above link. Follow the instructions and you will be on your way to making "Perfect Pokémon."
