Done Modnote Improvements

I would like to suggest highlights in Modnotes. As you might know, modnotes appear in the room chat as unbolded white text (if you're in dark mode). However if you are not actively reading the chat it is quite easy to miss notes and you have to dig the modlog later. Thus it would be really nice if calling another staff in modnotes higlighted + notify ths given staff member.

I think my suggestion went unnoticed but anyway, I want to add a few things about modnote
It could be nice if we can use text formatting in modnote, mostly to share commands with other staff.
Same for HTML link. Actually they're unclickable, and it could be nice if you don't have to copy/paste everytime someone links something.
I know it's not a high priority, but it's always a good bonus for Quality of Life
