This Mew set just like the name suggests plays the role of Suicide Lead this is due to it typically being led and setting up hazards. Stealth Rocks and Spikes are both hazard moves making it possible for Mew to throw up as many hazards as possible before it dies. Taunt can be for many things to taunt opposing Mews or just any setup pokemon. Lastly, Flare Blitz is mainly run to inflict damage on yourself. Just as steel beam is to Excadrill this is not to inflict the maximum damage but instead to damage yourself while also getting damage on your opponent. Red Card is mostly used to block pokemon like Excadrill from just staying in and spamming rapid spin it allows one turn to kick out your opponent’s pokemon and get up a layer of either spikes or stealth rocks. Synchronize is a nice ability because it allows you to return the favor with status for example if you get burned by a Toxapex’s scald if the Toxapex is not paralyzed it will become burned due to Synchronize. 252 speed paired with Jolly nature allows Mew to reach its max speed at 328 which allows you to outspeed a few things notably Excadrill. Lastly as far as Evs 252 HP allows you to eat hits easier as you hit over 400 HP which in return allows you to tank damaging moves and keep up hazards.
