Well, the first serious magikarp set is born! With swift swim and hydro pump, magikarp is actually a decent rain sweeper. Although some pokemon can also do that, magikarp is the fastest among them, allowing it to spend more EVs on bulk. Since you will be always using hydro pump, specs is of course your best option. 36 Spe allow you to outspeed scarf diglett in the rain. Moreover, many LC pokemon such as vullaby and rhyhorn can learn rain dance, so it's not so hard to set up the rain. However, it's poor movepool makes it has no cover to dragons and grasses and other waters, so make sure your other team members can handle them. In addition your hydro pump may miss if your opponent is lucky, so keep that in mind. :3
