I would like someone to teach my Chansey Seismic Toss (incentive inside)

Hi, I'm looking to trade off my Chansey from SoulSilver to someone who has emerald so they can teach it Seismic Toss and then trade it back to me. Although this not everyone will appreciate this form of payment, I am willing to offer 1 Team Fortress 2 key to whoever returns my Chansey and has taught it Seismic Toss while keeping the Chansey considered legal.

You cant trade from 4th gen games to 3rd gen games.

So then how is it that smogon D/P has a Blissey moveset with seismic toss?

Also, I figured this was a bit more complicated than a simple trade.

You can permanently transfer a Pokemon from 3rd gen games to 4th gen, but not the other way around.
