- Magician rarely comes into play

With a choice set you have a choice. Scarf allows Hoopa to actually outspeed stuff and its Special Attack stat reaches 399 with a neutral nature, higher than Modest Gengar, so it can still dish out some big hits. Specs on the other hand gives you about 600 SpA, which I mean, damn. Psychic vs Psyshock is a bit of a toss up, do you want to use it hit stuff like Clodsire and Blissey or Great Tusk and Chesnaught. Fourth moveslot is a bit open if you want extra coverage or utility. If you're running a Scarf and you don't want to deal with Focus Blast/Tera Blast then running a mixed set with Drain Punch or Brick Break could be an option, in this case run a Naive nature.

With Nasty Plot, Hoopa can become incredibly powerful but its speed still holds it back with no way to boost it outside of Trick Room. It might be worth running a more defensive Tera on this set or even a Sash just to try to squeeze as much value as you can out of it.

Conclusion:

So, yea, Hoopa is not an OU Pokemon and with the presence of strong Dark types even down in RU with the likes of Weavile and Krookodile, its hard to see Hoopa thriving in really any tier. Though its sheer power may end up putting it on a BL somewhere if it can't gain traction and stick in one of middle tiers. Its poor Speed, massive weaknesses that almost mandate Tera, reliance on Focus Blast or physical moves to hit Dark types, and general vulnerability to revenge killers really bring down that shiny 150 SpA stat unfortunately.

252+ Atk Life Orb Tadbulb Sucker Punch vs. 0 HP / 0 Def Hoopa: 296-354 (98.3 - 117.6%) -- guaranteed OHKO after Stealth Rock
Above is Sucker Punch's weakest user having really good odds to one shot Hoopa with it (98.3% rockless). This is obviously a superlative example, you'll probably never see physical LO Tadbulb in any tier Hoopa's in unless things go really bad for it, but it demonstrates what a huge problem it is to be quad weak to fairly common priority. If even that can beat it, any user of it can.
