Gyarados has potential to be a deadly late-game sweeper thanks to the combination of Dragon Dance and Moxie. Substitute is the preferred choice for the last moveslot because it allows Gyarados to avoid Scald burns and Toxic from the likes of Seismitoad and Toxapex, gives it a free turn to set up, and forces Rotom-H and Rotom-W to pivot out with Volt Switch, assuming they do not carry Discharge. Earthquake, meanwhile, allows Gyarados to threaten Toxapex, which can otherwise stall Gyarados with Haze and Recover. Power Whip could be considered to hit Rotom-W and Seismitoad super effectively, but the wider coverage of Earthquake is generally preferred.

Moxie is the preferred ability on this set so that Gyarados can gain Attack boosts quickly when combined with Dragon Dance's Speed boost. Heavy-Duty Boots negates Gyarados's Stealth Rock weakness and lets it switch in more frequently. Keep in mind that Substitute with Leftovers gives it better overall longevity and more opportunities to set up.

Gyarados is at home on hyper offense teams due to how fast it can potentially snowball out of control with boosts. Grimmsnarl immediately comes to mind as a teammate, since it can set up dual screens for Gyarados, giving it more opportunities to set up. Hazard setters like Mew and Excadrill can make Gyarados more intimidating to face by adding extra chip damage to foes. Excadrill can also act as a hazard remover in case Gyarados chooses to forgo Heavy-Duty Boots, and it can check Electric-types in a pinch. Other sweepers such as Cloyster and Hawlucha as well as wallbreakers like Bisharp appreciate Gyarados's assistance in punching holes in teams or sweeping.

Substitute is the preferred choice for the last moveslot because it allows Gyarados to avoid Scald burns and Toxic from the likes of Seismitoad and Toxapex, gives it a free turn to set up and heal with Leftovers this almost makes it sound like using Substitute heals you up, which is obviously not the case, so I'd just leave this part out and talk about Leftovers later, and it will force Rotom-H and Rotom-W to pivot out with Volt Switch, assuming they do not carry Discharge. Earthquake, meanwhile, allows Gyarados to threaten Zeraora and Toxapex as they switch in. Power Whip could be considered to hit Rotom-W and Seismitoad super effectively, but the wider coverage of Earthquake is generally preferred. Talk about the benefits of Leftovers with Substitute and Heavy-Duty Boots otherwise here.

Great job, 1/2.

Earthquake, meanwhile, allows Gyarados to threaten Zeraora and Toxapex as they switch in. I don't know about the Zeraora mention; Gyarados outspeeds after a Dragon Dance, so you can just murder it if it tries to switch in. I'm also generally not a fan of how this is phrased; Earthquake's purpose is to let Gyarados actually threaten Toxapex, which can otherwise stall Gyarados out with Haze + Recover.

Heavy-Duty Boots is an acceptable item for Gyarados to hold as it will negate its Stealth Rock weakness, giving it more chances to directly switch in. This sentence is too long, and I will yell at you to fix it if I GP this analysis, so cut it down now. Just get immediately to the point: Boots negates Gyarados's Stealth Rock weakness and lets it switch in more frequently. Keep in mind that Substitute with Leftovers gives it better overall longevity and the two combined give Gyarados safer opportunities to set up. "safer" implies there is a comparison being made, and I don't really agree that Substitute + Leftovers makes Gyarados any more "safe" than Substitute + Boots. You could maybe say that this combination gives Gyarados more chances to set up thanks to Leftovers keeping it healthy? Maybe this is what you meant when you said "safer", in which case you should rephrase the sentence. Power Whip could be considered to hit Rotom-W and Seismitoad super effectively, but the wider coverage of Earthquake is generally preferred.

Other sweepers such as Cloyster and Hawlucha, and wallbreakers like Aegislash and Conkeldurr appreciate Gyarados' assistance in punching holes in teams or sweeping. Conkeldurr is not a Pokemon commonly seen on hyper offense, and I wouldn't really refer to Aegislash as one either given it commonly runs Swords Dance on such teams. Bisharp would be a fine mention here.
tag me when you implement this; I want to give it a reread to see how you rephrased some points

move the Power Whip mention to where all the other moves are and give a brief reason why Moxie > Intimidate, qc 2/2 when that's done (and read this over for typos please and thanks)
