Research Gen I and II event move availability in Gen VII and/or VIII(where applicapble)

As with a prior thread I once made years ago that listed all moves obtainable in the Gen I and II VC games that weren't available in Gen VII natively(outside of breeding and USUM tutors, mostly the latter was still listed because I didn't feel like deleting a bunch of stuff), I am going to cover a similar but much more interesting facet of the first two Gens: Moves that were obtainable on the Cart versions of Gen I and II, but not the Virtual Console versions. The main thing with these over the moves in the other thread is that they make up all of the moves that are completely unobtainable in later Gens, due to Gen III onwards having some form of transferring function. While some were brought back almost immediately in Gen III, others have been missing in action even when those moves were brought back as TMs/Tutors in later Gens. As you will see here, Sword and Shield brought back some of them, but many are still missing, many most likely for good since they couldn't even be learned via Gen VIII TMs/TRs of those very moves. The Dizzy Punch babies were download events in the original Japanese version of Crystal, so I am counting them as such.

For markings:
*: A move that was made available in a later Gen via Move Tutor or TM from prior to Gen VIII that the Pokemon could not learn despite learning the move via event in Gen I or II.
**: A move that was made available in Gen VIII via TM or TR, but the Pokemon itself is not available so its ability to learn it is unknown, since as we learned with the Home datamine, the listed Gen VIII TM/TR/Move Tutor compatibility is not the finalized one. This move may have been made available as a TM or Tutor in Gen III-VII, but seeing as Gen VIII changed things up a lot in terms of making many formerly event-only moves readily available, it never getting the move back is not set in stone.
***: A move that was made available via TM/TR in Gen VIII, but the Pokemon still cannot learn it despite being in the game, most likely putting the final nail in the coffin for it ever getting it back, at least in the near future.

Since we have yet to see what games after Sword and Shield will do with dexited moves, I am working under the assumption that they can potentially come back in later games, mostly because outside of an arbitrary lockout they are full coded into both Home and Sword/Shield, just made unusable, and many moves that were in Let's GO were not in Sword/Shield and vice-versa, and many of the missing moves are still being used in other parts of the Pokemon multimedia franchise, so I am waiting to see if they mix around moves in the same manner they said they will be doing with the Pokemon themselves. Merely theorymoning on my part, so instead see this for some mons as "can they get these moves in Gen VII", since no Pokemon nor moves were deleted before that point(minus minor form changes to members of the Pikachu family)

wait hold on

Bank specifically prevents the Odd Egg pokemon from being transferred?

Poketransporter blocks any Pokemon that have moves that can only be obtained via glitches and save/pokemon injecting. This includes overall illegal moves, Event moves, Staryu with any of it's Gold/Silver Egg moves(which are available via a Transform glitch), and even moves that the Pokemon can legally have in Gen VII but not Gen II(Like Earthquake Gligar, which is only available via Stadium 2).

The exceptions are early level up moves that can only be obtained via the Move Relearner in Stadium 2(Like Leech Seed Celebi), and Lovely Kiss Smoochum(an Egg move in Gen II, but there are no fathers that can pass the move, even if you included the many Pokemon that got it as an event move, since back then mothers could not pass moves).

For a while Pay Day Mewtwo was blocked, because it could learn it in Red/Green/Blue but not Yellow but that was patched. Dizzy Punch is still blocked, even after the update that added Home Compatibility.

This can be explained for a few reasons:

-The Odd Egg and Battle Tower are both unaccessible in the Japanese Virtual Console version of Crystal because both needed to connect to the cell-phone based network adaptor for the Gameboy Color to unlock, the former was specifically a timed event, even.
-For the first couple of generations Game Freak was very hands-off with the localizations of the games, which is why The Japanese Blue, the original third version, was romhacked into the International versions of Red and Blue, instead of just bringing over Red and Green and then Blue, and why there was many translation errors(like the Raichu evolving comment, in the Japanese Blue you trade a Kadabra for a Graveler) and a few choices that bit the English version in the ass immediately when Gen II came around, like Female Mr. Mime(Originally had a Gender-neutral name) and non-fish learning Splash(It was called Hop in Japan). While Gen II was a less drastic in changes, they still did things like swap Donphan and Ursaring's availability between Gold and Silver(probably to have the gold-colored Pokemon in Gold and the silver one in Silver), changed the team of a minor NPC to fit his "King" theme team(swapped Magikarp, aka Koiking in Japan, with Seaking). Both changes were not made in the remakes, for the record. Most importantly, removing Crystal version's Pokemon Communication Center in Goldenrod with the Gold/Silver Pokemon Center and making both the Odd Egg and Battle Tower accessible with no hassle
-To the long rant above, Game Freak, a company that only has one non-Japanese employee, is possibly not happy with that change they had no control over and blocked them from transfer or are legitmately is unaware that the Odd Egg is obtainable outside of Japan.
