This is technically part 2. I reviewed every post prior to this in a thread on discord, so if you want access to that, ask one of the mods.
Grapploom: alr pick. Its essentially better Breloom with Dark coverage and trapping, so it's a bit annoying. Still, plenty of natural checks to it are running around.
Grapsir Base is strictly outclassed by Ninjacross, while it's Mega has a funky relationship with Mega Vullacham ala Mega Medi x Mega Gallade has in main.
Driftula: The stat allocation sucks hard here. Its so frail and has 20 Atk points for no reason. That being said, it has the makings of a great zap terrain abuser with Unburden + Rising Voltage, so capitalize on that.
Ferruk: Firstly Knock Off is it's main STAB. Secondly this ability is very obnoxious, guaranteeing 1 8 chip gets problematic really fast and is in general not a fun time to face.
Goodevoir: I like the typing on this mon. Tbh I am not sure what it does role wise, but I am a fan of the typing. The Mega is a very interesting take on Garde.
Moltales Other than it being the fastest hail setter submitted (great for Veil) it has not much else going for it imo. Its one of the least interesting picks.
Drap: A shame this isn't really fast, as I think this Pokémon is much too frail to ever viably pull off this strat in an offense heavy meta.
Clefqueen: Essentially a sf wallbreaker ala Nidoqueen/King but it's a chonky girl. Hits pretty hard if its going Modest as it should. A tip, ax the physical moves + Scorching Sands and mention Sludge Wave in it's Notable Moves.
Gooct: I respect the Fisheous + Gooey idea you are going for, but most physical moves either hit it SE, do not make contact or are Knock and Uturn, so the baseline interactions are not as practical as you would think.
Walca: Very scary here. I think its too strong an addition for an already strong playstyle in Sand. I suggest just make its ability better Slush Rush instead.
Mr Vanilla: I take it back this is the most boring Hail setter subbed. This is basically an NU Pokémon.
Volkrom: Do yourself a favor and replace Voltorb with Electrode, or a different weaker Electric.
Flora: This thing sucks, mainly because defensive Sun abusers aren't a thing, and also not only does the typing not exploit Sun's defensive merits, but the typing itself doesn't help mitigate Sun build's defensive shortfalls, just add to them. The Mega is also big eh.
Magmie: I think Magnezone is a cooler partner here, but I get what you are going for. Alternatively, do a Duobility in Analytic and get the extra +5 in all stats.
Skiplala: Same thing as above, but I think it can be somewhat improved via typing? Idk.
Probias: I am 120% sure this is an existing Fusion in main and thus ineligible to be subbed here.
Loudgon: Its a pretty alright Wallbreaker. Boomburst isn't exactly a scary thing on its own, and I think its well balanced stats are enough to level it out.

Role Justification: Loudgon exists because I like Boomburst a little too much. It uses said Boomburst with Scrappy as its primary STAB, and it hits pretty damn hard doing so. It has pretty decent bulk, as well as access to Roost, allowing it to absorb a couple hits.

Role Justification: Driftula is designed to switch in, set Sticky Web, lose its focus sash, and go fast. Alternatively, it can run Electric Seed with support from Kokovoir to do pretty much the same thing, but stronger and more reliable. Compound Eyes makes Thunder actually somewhat reliable, so it will do pretty good damage as well. Its Ghost typing also lets it spinblock.

Role Justification: Ferruk's main niche comes from its ability, enabling it to deal additional chip damage with its contact moves. Gyro Ball is its primary STAB, due to its dismally low Speed and access to Curse. Power Whip can be used to hit Ground-types, and Stone Edge can be used to hit Fire-types. Poison Jab is likely used over Gunk Shot due to the latter not making contact. It also has standard Ferrothorn utility, namely Leech Seed and Stealth Rock. If allowed to set up, it can tear massive holes in the opponent's team.

Role Justification: we actually don't have a dedicated web setter, (aside from webs kyottler) so I decided to make one. It's basically just bulkier galvantula. It has a decent (and unique) defensive typing, and the added bulk from goodra means it can switch into a few hits rather than just being a suicide lead.
This also benefits from the accuracy boost from its ability alongside Goodra's expansive special movepool, allowing it to run the likes of Focus Blast, Hydro Pump and Fire Blast without much fear of missing, allowing for a potential Specs set.
However, this lacks reliable recovery, and so can be worn down over the course of a match, but its high speed ensures that webs will be set up, provided magic bounce isn't in the way.

Role Justification: this is a bulky setup sweeper that sets itself apart from the like of Kokovoir due to its relatively niche typing and bulkier stat spread. it has moderate recovery via Life Dew and WishTect, and can Teleport other allies in safely. having status transferred to the opponent via its ability means it can switch into things like Will-o-wisp and Toxic, and it being removed at he end of the turn means it doesn't take massive poison damage from Toxic either. Sleep, however, can and will last, and won't transfer to the opponent, so be cautious of that. the downside is that it's fairly slow, and recovery is slow at best, so it is prone to getting worn down over time.

Role Justification: this is meant to be a Abuser for hail teams, essentially functioning like a Special Weavile. while just barely not as fast, under Hail it essentially gains Solar Power effects without the damage drawback, and considering how Hail is, it needs all the help it can get. this does get one thing that Weavile doesn't however, and that is U-turn, allowing for it to be a fast pivot, especially with a Choice Item. however, doing so will require good hazard control as you'll be weak to Stealth Rocks if you aren't running Boots.

(but of course it is, it's Clef) it's got a large movepool and decent stats to work with, allowing it to run a variety of sets. it can be utility with Stealth Rock, use Wish + Teleport to heal allies, basically everything clef can do already. what's different from clef is the ability, which grants it Unaware when attacking in addition to Sheer Force's effects, access to Scorching Sands, which allows for burns, and its decent defensive typing, giving it a Toxic immunity.

Role Justification: Everyone is Urshifu now. with every move being a critical hit and never missing, it can ignore defensive setup on opponents that might otherwise be a problem. it also has a (currently) unique typing, albeit one that is 4x weak to ground. since this effect applies to both pokemon, it's gonna be hard for this to live more than one hit, if at all, making it a glass cannon. you also have the opition of running some form of hazard on Choice sets, similar to how Greninja will occasionally run Spikes on a specs set when it's facing a pokemon that cannot stay in on it, though this comes at the cost of coverage.

Nagama: Tbh I do not know what to say about this mon. All of the scary snowballing power but a much worse offensive AND defensive typing, not to mention stats.

Role Justification: A very powerful wallbreaker. Despite only having 111 base attack, Pecking Order basically gives Swannamence temporary Intrepid Sword, which allows it to click one of its STABs to great effect. Due to it being a drop on the opponent, rather than a self boost, this ability cannot be blocked by Unaware pokemon like Volquag. Its Speed tier allows it to outspeed pokemon like Noicity and the improved Pigapult. Its coverage pool is small but effective for hitting resistances, with dual STABs + Earthquake being extra effective. Its main answers will be Weezlord-Galar with Lemegeton, and base Corveot with Big Pressure, which are not affected by its ability. Jelliswine is annoying because of the Water resistance, but it can be beaten by Flying type attacks.

Role Justification: Floramence is an interesting pokemon. It uses the stat drops from Solar Flare (especially when in Sun), to either wall opposing pokemon, or to weaken opposing pokemon to allow for easier setup. While it's Special Attack is higher, it lacks Special setup outside of Growth, so outside of sun it will probably run physical. Its main weaknesses are its subpar speed and its 4x weakness to Ice, though other sun abusers like Paracoal and Arctovic can handle most Ice types.

Flora: This thing sucks, mainly because defensive Sun abusers aren't a thing, and also not only does the typing not exploit Sun's defensive merits, but the typing itself doesn't help mitigate Sun build's defensive shortfalls, just add to them. The Mega is also big eh.
Tyranizard: This has the makings of a great Altarizard Y check by virtue of typing, but it needs help in the ability department. Make a better ability more suited to doing that, and maybe tweak its stats somewhat. I think its really hard to make a Tyranitar x Charizard fusion unviable, you just gotta play up to both their strengths.

Role Justification: A kinda bulky setup wallbreaker. Rock + Flying is a decent offensive typing, however it’s not that good defensively. It has many options to set up and wallbreak with SD + Scale Shot, DD and belly drum, however it’s held back by 4MSS and being kinda slow before getting a boost.
Common physical checks like Hattaka and Corveot will be able to do well in switching in and dispatching Tyranizard, due to resisting either or both stabs, or being just super fucking bulky. The buffed Brontun will also be quite helpful in checking it. Outspeeding it and having a decent stab move will likely scare it out, since it isn’t too bulky.

First Impression and dual hazards give it some utility but the Emergency Exit effect is rough for any plans it may have of staying on the field.

However, it runs into problems with STAB as a Special attacking Dragon/Rock type, relying heavily on Draco Meteor for a respectable neutral hit. Its typing is a mixed bag defensively, not horrible with Levitate but certainly not great.
