Mortal Spin provides role compression by removing removes entry hazards and bypasses Magic Bounce, while Toxic exerts more pressure on defensive checks while bypassing and bypasses Covert Cloak. - Commas before 'while' are only needed if 'while' means 'whereas' / shows contrast. If it doesn't mean 'whereas' / means 'at the same time as,' then a comma is not needed. 'While' here means 'at the same time as' because ' Judgment hits multiple threats whereas hitting Dialgo-O' doesn't make sense.
