In Sword and Shield, the Dynamax does not always duplicate your HP. It depends on your Dynamax level. At level 0 you get a x1.5 HP boost and at level 10, the highest, you get a x2 HP boost. I suggest adding this to Showdown, which could make it be unbanned from any tier (For example, rn a Dynamax Suspect Test in Randoms is being made. Maybe set the Dynamax health to x1.5 in this format makes it more playable), or just to people who would like to test their ingame team in PS but his team does not have the highest Dynamax level, making it impossible for them because of this barrier.

This was discussed at great lengths pre-gen 8 and in early gen 8 too. The problem here is max raid battles. Often a pokemon caught in these will already have dynamax levels, and theres no way to remove it. As a result, it was decided that it simply makes the most sense to set the dynamax level to 10 by default.

Of special note for legality purposes is Gigantamax Pokemon, who must be caught in Max Raid Battles. As for a competitive note, there is absolutely no reason for a player to use a Dynamax level less than 10 besides not having sufficient Dynamax Candies in-game. There is no competitive benefit to Dynamaxing a Pokemon and it having less HP (things like Endeavor or Pain Split use base HP in their calculations, so even those niche moves don't count). Nearly all tiers have universally agreed that nerfing Dynamax by reducing the Dynamax level does not solve problems related to Dynamax, and because there's no competitive benefit for it, this would be an enormously low priority in implementation for "just because you can"; something like Nature mints have more use than this.
