Latias is easily one of the best Choice Scarf users in DPP OU, if not the best. Its incredible Speed stat means that Choice Scarf Latias is able to outspeed, revenge kill, or cripple some of the most dangerous setup sweepers like Gyarados, Dragonite, Metagross, Empoleon, and Tyranitar. Trick is incredible because it can not only shut down its main checks like Jirachi, Heatran, and Clefable but also invalidate the aforementioned sweepers by locking them into one move. Furthermore, Healing Wish is as useful as ever, as it fully restores a weakened teammate's health while also curing its status, which can help shift momentum against both offensive and defensive teams. Additionally, Latias's typing allows it to fit on almost any team, as it provides not only a Ground immunity but also very useful resistances to Fighting-, Electric-, Fire-, Water-, and Grass-type attacks, enabling it to come in at least once or twice on Pokemon like Infernape, Breloom, Swampert, and Zapdos.

Content-wise, everything important has been noted.

I'd do a bit of reordering by looping in the crippling of Agility Metagross and Empoleon with its incredible Speed, as this is something that very few other Choice Scarf Pokemon are capable of and it distinguishes Latias from Rotom-A, Flygon, etc. So something like, "Its incredible Speed stat means that it's able to outspeed, revenge kill, or cripple some of the most dangerous set up sweepers like Gyarados, Dragonite, Agility Metagross, and Agility Empoleon. Then talk about Trick after this. I'd even reorder the moveset to Trick, Draco, Thunderbolt, Healing Wish

Find a way to mention that Healing Wish also cures status in addition to restoring a teammate to full health. Instead of saying a general statement like "which can end up being gamebreaking", I would say something like "which can help shift momentum against both offensive and defensive teams". There's definitely a bit of fluff that can be removed if the character limit is an issue to achieve this.
