Done Change default rules language based on system language

I don't know if anything like this is possible, as the PS server currently has no way of knowing a user's system language, but I think it would be very convenient to show translated /rules when your browser language is set to one of the available languages, rather than only showing translated rules when using the command in a language room

This is possible and planned, but we don't have client side language support just yet.
