Jolly should be before Adamant and I suggest moving the 4 spare EVs to Def to double Dragapult's survival rate vs Jolly Chien's CB Ice Shard (to 12.5% lol). A better reason for leaving the point in SpDef is not obvious to me.

Tera Steel should always be an option on Choice Dragapult because it offers so much utility in a pinch to survive a KO. Tera Blast Steel also nukes Tera Fairy Garg whether it stays a Rock type or not.
