But even with max speed its not exactly outspeed a lot of stuff, and giving how frail it is I'd be more inclined to boost its defences to increase its chances of surviving an attack (+ likely SR damage), allowing it to set up an agility.

well that is assuming you are running Smogon's set/EVs (or probably the most accurate ones). There is nothing to stop people from making their own EVs.

Most of these EV spreads actually correspond to the Smogon analysises so you can kinda see how much of an impact we have.

I've checked what Doug's statistics say and the Gloom user (probably only one) actually did not assign any EVs to it. The EVs became like that as the program I wrote tries to assign EVs that are not used itself... and it ended up with that spread. Not very intelligent, I know.
