As deadfox081 said above, "is under quick guard" isn't an attack sub, but a chance sub. "If X is under the effects of a Protective/Evasive move" is explicitly written as an example of a chance sub when the sub rules were changed and on the handbook before the recent changes. As a chance sub, it can't result in the priority of the move actually used surpassing the move originally supposed to be used. Since the original move has priority 0 and the move that would be switched into has priority 3, resulting in an illegal sub, therefore ignored. The fact that the sub started as an attack sub doesn't mean squat as I could have rewritten it as "If Tomohawk isn't under quick guard and reflect/healing move is to be used" if that mattered.
And no, this isn't just we being pedantic. Due to Quick Guard and Fake Out having the same priority (and the user of fake out moves first normally in this situation), sub interactions are funky. Because of it, we need to play the specifics of it. We've concluded, based on iar's ruling, that the specifics end with the sub being nulled. If the specifics were others, then the orders would be others as well.
