Done Add a html feature to display a timestamp in local time

Occasionally bots need to display timestamps for one reason or another, be it for scheduling tasks or otherwise. It'd be really cool if, just like the timestamps in PS rooms, it were possible to create (unix?) timestamps that display in HH:MM:SS or HH:MM format in the user's local time in html boxes

We have this already - the <time> tag. It’s a little finicky on what it accepts, but Date#toJSON should work as an input.
