Icicle Crash is preferred over Ice Spinner as it avoids Rocky Helmet and Rough Skin chip and boasts higher power and a chance to flinch. However, Ice Spinner can also be used as a guaranteed safe option if your team cannot afford missing. Sacred Sword offers good coverage that hits important metagame threats that resist Chien-Pao's STAB combination, such as Kingambit. It doesn't really avoid being revenge killed, as it can still be hit by these moves and they still do a respectable amount. I would change up the wording to a bit to not be misleading.
