For the ttar, if you want an extra 20 evs, change its nature to modest and change the ivs to 19. Should be around the same speed of 146. Unless the ttar is supposed to be 0 ivs. Then you can still change the ivs and relocate the evs.

Get rid of shuckle. It's not a very good pokemon for vgc because it relies on some turns to set up with power split. If your going for a support, replace it with cressilia although a trick room counter like ttar might work well too. You have three tailwinds. Get rid of 1-2 otherwise, the move...
