I think you're underestimating :lugia:'s offensive profile here. Lugia's SpA is only 5 points lower than a Pokemon known to be able to run offense, that being Deoxys-Speed. Lugia is also rather fast, its bulk is OBSCENE. And of course, one of the elephants in the room is Lugia's incredible STAB...

Mist Ball has always had that effect (50% chance to drop SpA 1 stage). The buff Mist Ball received this generation was its BP being increased from 70 to 95. And I know what I'm talking about considering this thing is my favourite Pokemon, period.
