    hiya! It was there since the very start (I think) so it would've been internally nominated; basically it either functions as a solid dual screens setter (Psychic, Yawn, Reflect, Light Screen) or as a semi-cheesy Calm Mind sweeper that leverages its Toxic immunity bc of Magic Bounce (Calm Mind, Psyshock/Stored Power, Dazzling Gleam, Morning Sun).     hi, thank you! :D i appreciate the kind words! you are correct, my Tatsugiri is using commander because of Gardevoir; i have nothing that resists Fairy, so i don't want to risk boosting its Special Attack. hope this helps!
