No, there's nothing that connects to the DS Lite and the computer. RNG Reporter can be found in the 5th Gen RNG Help thread.
1. Any retail cartridge will work, from Emerald to Black & White; however its different with each generation.
2. Its called RNG reporter; its a program that helps you hit the seed, frame, etc.
3. Yea, like I said, any Pokemon game from Gens 4 & 5 can be used.
I dont RNG myself, so I dont know much. I suggest asking Tombstoner or Bond697 for help - they are good, experienced RNGers. :D
Wow, no one ever came to me for RNG help. But I hope I can answer your questions as best as I can.
1. You're best bet to RNG is on an actual game, not an emulator. Black or White, doesn't matter.
2. Yeah, you need to download the recent version of RNG Reporter.
3. Yeah, you can use your Poke'mon Black.

I'm not worried about it. It's just the copy of what is sent to the GTS server, and is indistinguishable from a normal pokemon once downloaded onto the cartridge. Now, a pokemon that was whipped up entirely as a .pkm file could easily fail a hack check, given that it's hacked, but the presence of .pkm files is in now way something that could flag it because ALL GTS transactions are handled by the cart using them.
And now you know -- and knowing is half the battle. (The other half is split evenly between red lasers and blue lasers, by the way.)
