The newest version of eon actually does do what you mentioned but a little differently. If you decide you want to try it, let me know. I haven't heard anything about it yet but it was designed with exactly that in mind.

For me I've noticed that I've been slightly more consistent w/ Sapphire than Emerald... Well good luck.

There are some more but I didn't list them as either I had better already or they were covered by Emerald. Notably there is a good Timid spread of 29/14/30/28/29/31 but there isn't much point in it unless you can get to the Southern Island due to the roamer IV glitch.
