I find this one a bit broken due to its capability of making Choiced sets shit (well, unless you run Scarf Defog or something like that). An effect it could have for not being much uncompetitive could be to make the target to not being able to use super effective hits.Disarming Voice - Works like Taunt, but instead of affecting Status moves, it affects damaging moves.

Also It just fits with it's design in my opinion were it is slow normally but can lunge really quickly. I had thought the same thing when I had made a Snorlax submission for Normal-type Type Optimization pet mod (that submission had even won) which I had given Slack Off iirc.One thing i've noticed is that SnorLAX doesn't have access to Slack Off yet, and that's surprising due to Snorlax being G-Luke's favourite mon :p. I'll add real thoughts or something later.

Vaporeon and Primarina serve to fill two very different roles on a team, and are situated in two different tiers. Vaporeon would utilize Liquid Voice defensively, switching in on the likes of Chatot and Exploud alot easier than they could before, and Haze can be used to beat set up sweepers. Primarina is a wallbreaking monster that can also be a terrifying Trick Room sweeper.
Ok, now seriously, some thoughts about the new buffs:
-I think that Houndoom-Mega can get a better ability than Weak Armor, like the 100 times mentioned Stakeout or even Drought (although it would be outclassed by Zard Y as a mega sun setter).
-Volt Switch Wish Regenerator Fabio sounds great as a bulky pivot, giving it another niche aside of being a Tail Glow sweeper.
-Primarina completely outclasses Vaporeon as a bulky Water-type outside of its superior Physical bulk and access to Heal Bell and Haze, but I'm not sure what could I do to distinguish them.
-Sylveon is now a beast: offensively it can just spam Boomburst mindlessly, while defensively can tank almost every Special attacker with Unnerve.
-Now the Zards are great again: Zard X is a fast DD sweeper with a very spammable STAB on Fire Lash, while Zard Y is fast too and now posseses an actual Flying STAB.
I don't wanna squeeze your own Pet Mod CFM by implimenting some of these changes (I would idealy want them to operate as two very different metas). But I agree with Glaceon getting Slush Ruzh (#HailHype). I like the 105 across the board stat line, as it makes the mini Arceus feel more real. And it makes sure to not give Silvally any clear bias towards offence or defense. Due to the moves it recieves, many types would still want to run Multi-Attack as it doesn't get any of the other alternatives.

Overview: While I'm not the biggest fan of gratuitous dual typings (seriously wtf is up with ice/fighting beartic), I think Normal/Poison fits for Lickilicky due to its tongue having poisonous properties according to the dex, on top of just being a really cool and unusual type. All of its current abilities are awful, so I replaced them with some new, better, more fitting ones.
Fearow
Stats: 65 / 100 (+10) / 65 / 61 / 64 (+3) / 130 (+30) (485)
Abilities: -Reckless, Keen Eye, +Moxie, Unaware
Type:
New Moves: Superpower, Swords Dance
Overview: Fearow deserves more than just being a Dollar Tree Staraptor. Now it can be an amazing cleaner VS offense. Unaware seems weird, until you realize it ignores opposing stat boosts when attacking. Cosmic Power spam, begone!

As great as they are, I don't think any of these are viable in OU. Before set up its outsped by a fully invested mon with a base 63 speed stat, which means stuff can blow past it or take out huge chunks of health before it even moves. Not to mention that its outsped by any choice scarfed mon with a speed stat above 100, so it can be easily revengekilled. Not to mention that its deadweight against stall. I suggest running some speed on it at the very least, and try running this in a lower based tier at best. Carnivine's problem is that it simply can't trap OU's Ground types.I don't have much time, so I'll highlight two sets which I think have great synergy with one another.

This thing has way too many good sets and I won't even begin wasting my time trying to make all of them (I wanna highlight other mons after all) but I will show off this thing, which is basically Klinklang 2.0. Put foe to sleep, set up, kill everything. Your typing and bulk makes RKing a daunting task for anything not named Lando-T or wielding a strong Mach Punch or Vacuum Wave. You don't really need speed investment anyway, since Shift Gear makes up for that.

Ability: Arena Trap
EVs: 4 HP / 252 Atk / 252 Spe

With the Arena Trap change, Carnivine suddenly becomes an extremely valuable Pokemon on Ground-weak teams, and a great partner for sweepers like Silvally-Steel and Terrakion who really fear strong Ground types. Power Whip and Leafage don't need explaining, and Ice Fang can snipe choice-locked / bulky Landos. The last move is your choice: Fire Fang for Steel types or Defog for extra role compression.
I'm pretty sure you wouldn't like that.Stone Edge, Focus Blast, and Bolt Strike shouldn't miss in the ideal world.
