No, it's not holding the Red Scale, because it's a key item. You just recieve it after battling it, like the Lunar Wing from Cresselia.

I think it may just happen normally or it may turn into a close equivalent in DPPt (i.e. Friend Ball -> Luxury Ball, Moon -> Dusk). Since you can attach Pokeballs as well, someone could try it. Coding may exist for these balls because Johto location data always existed in DPPt.

Wrong. There's a Pal Park in Fuscia City, where the Safari Zone used to be. For DPP, you can trade as soon as you have the Pokedex, trading over whatever Pokemon you want.

why did they not change the elite four pokemons (or levels for that matter)? I really hope they can be rebattled.

meh, this is going to increase the amount of +2 priority sweepers by a lot, and fast frail non-priority attackers are going to get stuffed. This also means that the special level 1 Giratina is kinda moot, since you can always get Shadow Sneak from the tutor.
