With the recent release of Pokemon Home and several new mons or alternate Hisuian forms into the National Dex metagame, the council has decided to vote on two such mons that were deemed to be of most concern to the state of the meta.

:ursaluna: Ursaluna

With staggering power and natural bulk, Ursaluna easily established itself as a standout threat among the newest additions to the metagame. STAB and guts boosted facade off of 140 base attack, often boosted by normal type Tera, is capable of obliterating midground defensive answers in a single hit. Similarly boosted earthquake or headlong rush provide great coverage, and swords dance allows Ursaluna to wallbreak against even the bulkiest normal/ground resists such as Skarmory and Corviknight. Although base 50 speed is unimpressive, with investment it is more than enough to pose an immediate threat to most defensive cores with guts and flame orb providing immunity to any would-be crippling status. On the flipside, Ursaluna is the single most potent trick room abuser seen in NatDex since Melmetal. Trick room, while not traditionally a reliable playstyle, received an incredible buff with the release of this mon. Ursaluna within trick room functions as an extreme anti-offense pick that these more frail and offensively oriented teams have no recourse against outside of predictive switching to stall out trick room turns. Ursaluna's STAB combination is somewhat exploitable via flying/levitate and ghost types. However, the prevalence of pursuit in the tier, especially with AV or bulky Kingambit, makes finding defensive answers to facade unreliable at best.

After thorough consideration, the council has decided that Ursaluna poses too much of a threat to the stability of the metagame. As a result, it will be banned to National Dex Ubers and will not be legal in the next week of National Dex WCOP starting Monday. Given that Ursaluna reached the 60% supermajority threshold within a single vote, it will be kept in high priority for a potential future suspect test.

Additionally, Sneasler received only a single ban vote in this slate. No action will be taken here as a result. Going forward, we intend on moving away from voting slates to focus more heavily on suspect testing. Except in an extreme case, we plan to determine any future tiering action through this method.
