Tirtouga's high Defense, vast movepool, decent defensive typing, and great ability in Solid Rock allow it to check key Pokemon in LC such as Wingull and Ponyta. Tirtouga can force switches against Fire-types such as Larvesta and Flying-types such as Doduo and Vullaby, as Tirtouga checks them with Stone Edge while also being able to tank coverage moves from them such as Hidden Power Grass. It can also take advantage of forced switches to set up Stealth Rock or use Knock Off. Tirtouga's access to STAB priority compensates for its sluggish Speed and allows it to take care of worn down threats. Grass- and Fighting-types threaten Tirtouga, so teammates that can check the former are appreciated. Foongus, Ferroseed, and Vullaby can effectively deal with Tirtouga's checks while also being able to use Spore, stack Spikes, and Defog entry hazards, respectively. In return, Tirtouga can deal with their checks such as Ponyta and Onix. Since Tirtouga has no access to recovery, Pokemon that can help maintain or increase its longevity such as Spritzee are much appreciated.

You missed an important facet of this set, Solid Rock, which allows Tirt to handle pokemon such as Hidden Power Grass Vullaby.
