It's genuinely SO useful. Nobody ever expects Thunder Punch, so it can be used to neuter rain teams that lead Pelipper trying to get a kill with U-Turn or Hurricane, as well as making it not complete setup fodder for Corv (38 - 45.6%), as well as being able to revenge kill Tera Flying Roaring Moon after only Rocks or equivalent chip. Being Scarf means you can outspeed Pult and kill with Knock Off. You also outspeed Booster Energy Valiant, but you just barely miss the KO with two Thunder Punches, although you will almost always get those two strikes because it misses the OHKO with Moonblast after Protean Electric and can't. The Jolly nature combined with the Scarf lets it outspeed Polteaigeist and Cloyster after a Shell Smash, being able to kill them both. You can swap to Adamant for more KO power, such as getting the 2HKO on Corv with Thunder Punch and having a chance to 2HKO Valiant, but this sacrifices a lot of the speed advantages you get, such as +1 Roaring Moon or +2 Poltea. Low Kick is slightly more common than Thunder Punch imo, so you have to play a bit more carefully. A good way to do this is by using U-Turn the first time they come in to convince them you don't have the move. Its primary target is obviously Kingambit, but it also does big damage to Baxcalibur, Ting-Lu, and Garganacl, being able to OHKO Bax and 2HKO the others. The Fairy Tera is for good decent defensive typing which keeps Meow's resistance to Sucker Punch as well as adding bug and fighting resistances. Knock Off is its most spammable move due to the fact that it makes progress even if resisted and because it is its strongest move against light pokemon with their item intact.

tl;dr- flips matchups with what it can revenge kill vs regular scarf meow and lures a bunch of stuff because it's unexpected
edit: every set beneath this one is so much better, use them instead lmao

TSpikes + TB Ground Meowscarada

The set is pretty linear because all you have to do with this set is to set up one or two layer of Toxic Spikes (thanks to the switches Meowscarada provides with its Spe+Atk) while drawing in Poison types (not named Amoonguss) weak to Ground. Then, proceed to KO them in order to set up freely the Toxic Spikes.

Toxic Spikes are a good alternative to regular Spikes because they put the opponent on a timer, so you can use some stall strategy.

A simple spin on the Leaf Storm set to merk Tusk, Eject Pack lets you keep up your momentum more easily. It's sometimes handy to keep it unused until later in the game. Overgrow is used over Protean because it's handy on the aforementioned leaf storm, especially as you're vulnerable to hazards. Otherwise, it's pretty standard, but very fun.

Meowscarada @ Liechi Berry

The goal of Substitute Liechi Berry is to make use of Meowscarada’s amazing speed tier to make it function as a surprise late game cleaner. Its pretty solidly worse than basically any Meowscarada set for the majority of the game, but shines late game when its checks are taken care of. Acrobatics or Thunder Punch really depends if you’re more scared of Corviknight or Amoonguss

Substitute allows Meowscarada to block status and sponge hits to gain free turns, and can be set up on Pokemon that it forces out. Leech Seed heals Meowscarada while wearing down foes, and works well with Substitute. When their powers combine, you get a fast stallbreaker that can break down and otherwise annoy walls and the occasional slower mon that lacks priority.

Expert belt has always had its own niche in the competitive pokemon for many generations now,starting from Genesect in bw2 which many people thought was choice locked and when they had realized it wasn't choiced and was expert belt,it had already dealt enough damage.Even in this generation with iron valiant having a wide movepool, it has started to run expert belt when the opponent thought it was choice locked.Same with Meowsacarda,while i think that meowsacarda doesn't have enough attack stat to deal a lot of damage upon coming in, therefore choice items like band can help it.
When people would realize that it is not choiced ,it would have already done a lot of damage.The moveset is usual of Meowsacarda with stabs + u turn. Tera blast fire is to bait in amoongus and corviknight and hit them supereffectively.U turn could also been an option instead of play rough but then you arent dealing super effective damage to dragons.

With Acrobatics, Meowscarada is easily able to bypass Pokemon that would otherwise completely stop it in its tracks, namely Amoonguss and Volcarona. Play Rough was added for safe countermeasures against the likes of Dragonite and Hydreigon. Meowscarada can afford to go without an item for this set in my eyes as its already surprisingly strong thanks to Protean and this coverage covers everything (bar Steel-types, which is admittedly a big deal, although Knock Off can annoy pretty much all of them decently).

This set here basically sets up either hazard, maybe knocks then switches out.. it's great for utility and good on hazard stacks as it adds hazards and can knock off boots, so it's great paired with :Gholdengo:. Max HP lets it live at least one neutral attack, but it might still be worth running max Atk. It's a great Mon on both h stacks and volt turns.

Packing Leaf storm and a respectable speacial attack stat allow it to fire off brutal specs leaf storm at the opponent, power gem and aura sphere is for cinderace and kingambit respectively, and dark pulse was similarly spammable.
