With the release of SV's second DLC, many changes have happened to our metagame. Some brilliant Pokemon have been added to the tier and some previously existing Pokemon gained new moves. Terapagos however is a brand new Pokemon that came to us from the Indigo Disk DLC and with the help of Stellar Tera has found itself terrorizing the tier.

Terapagos gives you a good amount of reasons to list why it's too much for the tier. The first we will hone in on is Stellar. Once Terapagos has Stellar Tera'd it gains the ability thanks to its signature move Tera Starstorm to ravage teams. Once it Tera's Pokemon like Gholdengo and Dragapult are no longer able to come in and be a soft check to the Pokemon. They're at the mercy of its 700 BST and decent move pool. Terapagos in the short time it has been in this tier has been able to pull off an expensive list of viable sets such as:

Calm Mind + Rock Polish
Calm Mind + Rest Talk
Spin + 3atk
Calm Mind + Spin
Calm Mind + Toxic
& Many More.

Thanks to Stellar Terapagos essentially has very few safe counters which should come as no surprise when a Pokemon is able to fire off unresisted attacks with the bulk to accomplish setting up multiple times. Let us also not forget its amazing ability, Tera Shell. This ability activates as soon as it enters the battle and is essentially a better form of Multiscale. This ability grants Terapagos in most cases the ability to safely Calm Mind/Rock Polish as it becomes an unworthy threat. Now, some of you may wonder why we're banning Terapagos and not looking into the Tera type Stellar. The simple reason for that being is we have not seen Stellar be broken on multiple Pokemon or even seen a Pokemon other than Terapagos use it to its full extent, and furthermore Stellar type based on tiering would likely be viewed under the scope of Tera as a whole and not separately. Being that we have stated numerous times we won't weigh in on Tera other than a public suspect vote, it naturally leads to us focusing on Terapagos the mon itself.

Terapagos has been mostly found to be uncompetitive towards offensive archetypes as balance archetypes are able to counteract it, but even then its generally with limited options that is very constricting in the team builder. As we have so many new Pokemon introduced to the tier the OU Council has found to continue positive growth in the tier, it was time to cast a vote on Terapagos. We felt it wasn't necessary to hold a survey regarding the Pokemon as we saw very clear community support that this Pokemon is too much for the OU tier. This prompted us to conduct an emergency council vote, which is similar to how we handled many Pokemon thus far in this generation.
