Zapdos is also exceptionally bulky, meaning it can often take a hit or two in a pinch and strike back hard or recover with Roost. Tera Electric further boosts Zapdos's Thunderbolt, 2HKOing bulky Pokemon like Rotom-Wash. How will you lure this threat!

Pretty simple, you can Toxic this Zapdos and sit on it, while Zapdos threatens a 4HKO at best with Hurricane, and it isn't even fully guaranteed, and even THEN it'll still need to hit 4-5 times with a 70% accurate move in a row, so it's not exactly the most likely to happen barring rain. If you've caught it after Tera you can also simply 2HKO with EQ.

Even without Salt Cure's residual damage it's annoying for Zapdos, and if that wasn't enough, you can use Curse to set up.

Tera is whatever you want, you don't need it to 1v1 zapdos.
If Zapdos does tera, you can now use earthquake to deal more damage after you already used salt cure

Thundurus-Therian is a check. Being an Electric-type special attacker with Volt Absorb means that Thundurus-Therian resists both of Zapdos' STABs and doesn't care about Static, giving it plenty of opportunities to switch in and begin setting up. If Zapdos hasn't Terastalized, a +2 Thunderbolt is a guaranteed OHKO. If it has, that honor goes to Focus Blast, which at +2 is a roll that's mostly in Thundurus-T's favor.

If running Tera Ice, Tera Blast becomes a guaranteed OHKO on pre-Tera Zapdos even without a Nasty Plot boost, and is a roll at +2 on post-Tera Zapdos. However, doing so causes Thundurus-T to lose its Flying resistance and gain a Fire weakness. It can still take a Hurricane or Heat Wave from full, and is faster than Zapdos, but that is worth mentioning.

This dengo set is a check, but can also be classified as a counter after you tera, as you can switch in on Zapdos and tera to attempt a KO. Also, it 1v1s zapdos if only slightly chipped and you have recovers to burn. Plus, you can tera and threaten pokemon that might want to switch in with its strong shadow balls.

252 HP 196+ spd 60 speed dengo with tera ghost and lefties. It has shadow ball, make it rain, twave, and recover. Sorry for not posting a pasteable set but my phone has been having strokes when I try it lol.

I'm not gonna lie, I absolutely LOVE running bulky Baxcalibur in OU, with tera it sometimes just takes games! But enough about that. Let's analyze this set!

The point of this set is to get a substitute going when you're against a Zapdos. The HP and SpD will always allow you to get a sub off if you're Tera
Electric (check calcs section). The Atk will always let you kill a Zapdos with Icicle Crash from full! The Spe will allow you to outspeed fellow Baxcalibur with no speed (although they are rare) and Defensive Tusk, Rotom-Wash, and Rotom-Heat. For Zapdos, you will almost always want to be Tera Electric, as any move it throws at you your Substitute will live. Alternatively, you can go Tera Ground to prevent a Volt Switch / Thunderbolt and either Dragon Dance, or Icicle Crash to kill. The moveset allows you to check most of the OU Metagame for at least neutral damage.

Rock Blast is the move of choice due to higher accuracy over Stone Edge, and the Loaded Dice ensures it hits 4-5 times over 2-3, making it infinitely more reliable. Rock Blast also doesn't make contact, allowing TTar to bypass Static. Max speed beats out everything up to Adamant Sneasler with a single DD up, and max attack Adamant ensures that even Tera-Electric won't save Zap from being OHKO'd by +1 Rock Blast (keep in mind that Zap would've taken 2 turns worth of Sandstorm chip damage all the while)

+1 252+ Atk Tyranitar Rock Blast (4 hits) vs. 0 HP / 0 Def Tera Electric Zapdos: 316-376 (98.4 - 117.1%) -- approx. 93.8% chance to OHKO (guaranteed after Sandstorm chip)

Pretty much, you make a set that can reliably check/counter the pokemon and set that is featured by the person updating the thread. In this case it's zapdos. So you'd pick an OU viable pokemon that checks/counters zapdos and post the set + calcs.
