After realizing that the one prominent mon able to completely check Lunala was taken, I decided to use one that hasn't seen use. Fortunately Moonblast isn't common on Lunala. Its attacks don't do much against Scrafty:

Scrafty also gets Shed Skin, so it can potentially wake up earlier than normal from Rest. Snarl can chip Lunala, as well as negate its offensive presence:

This Blissey can handle all Kyogre variants in the metagame, taking virtually nothing from Scald:

This allows Blissey to easily outstall it. Blissey can also passively damage Kyogre with Toxic. While it is a little unreliable as a cleric, it can certainly annoy the opponent further with Seismic Toss, not being completely shut down by Taunt.

Palkia would normally use confide vs cm for 30ish turns not accomplishing anything but with psych up roar you wall scald and don’t care about burn chip as well as forcing a random mon out with roar giving you a potential airstream with plus 6 special attack preferably after they get 6+ off of cm's you psych up and then roar. With most galar players not playing HO and playing more defensive teams because kyogre zac xern and caly you’ll tend to get a wall and set up airstreams. Although ditto is a slight problem but that’s when the 0 attack evs with no investment timid comes in handy because they have to dynamax if they want to do anything to you and 32 pp is plenty to always chip it when it swaps in. Ferro and etern are problems but at plus 6 spd and spa they’ll get hit hard by stab surfs potentially in rain.

You will always be faster after a airstream against etern and tank a lot of dynamax cannon’s and since Palkia has pressure you never die to etern after using psych up vs plus 6 cm ogre. When rain is up after using 1 of your 3 dynamax turns to set up rain you have a chance to OHKO ferro/etern. Ditto can be roared or you can be roared but you can chip a ditto as well as draining it’s pp. With this set you should probably run protect on some mons just for ditto. It sweeps as long as there’s no ditto which is pretty cool assuming the kyogre thinks it can outstall you with resting away toxic’s and potentially getting more pp on cm then confide because they have pp to spare if they assume they just 6-0 after some cm’s rests and surfs.

okay lets be real here, kyogre genuinely cant hit gastrodon and the only hope it has is to pp stall gastrodon. It also can easily deal with zacian and ndm so it has other uses too, and most pokemon dont run grass coverage so gastrodon easily deals with most physical and/or special mons. Scald and toxic also can cripple setup sweepers or physical attackers.

I think Zekrom is a good counter to kyogre.

Zekrom resists scald, which could be handy for a switch in, and can OHKO kyogre with a fusion bolt. Sadly, scald does 26% minimum in rain, so you can't get a sub off without it dying, but when not in rain there is no way kyogre can kill the sub in 1 hit, allowing you to set up. Zekrom also has many more applications than other mons, allowing it to free sweep and take the game overall. This mon is pretty straight forward, so I dont know what to say. Here are some calcs:

Shedinja completely walls Kyogre. The only attacks that Kyogre has for it are Ancient Power, Rock Tomb, and Rock Slide.

This set is extremely good to help beat Kyogre. Shedinja is ghost type and can't be blocked, while Toxic allows you to safely pivot into a Kyogre counter because of a forced Rest. Protect lets it scout for moves, rack up Toxic damage, and stall out Rain turns to bring in a pokemon safely. Baton Pass is another option to ease prediction, but it is not necessary.

I don't think I have to show any calcs this time.

Chansey is a great check to kyogre. Using toxic you can make kyogre lose health slowly then you can force kyogre to use rest then spam Seismic toss until it faints. While Chansey has high sp def it allows it to take little damage and confide allows it to bring kyogres sp atk back to normal. While using Softboiled to recover health you can manage to survive against kyogre.

This shows that kyogre does little damage and barely no damage to chansey at no change in sp atk. Allowing chansey to easily kill kyogre or force it into rest.

This absolute unit is one of the most reliable Kyogre checks in the current SS AG metagame by far. Kyogre is unable to break through Ferrothorn due to its excellent Steel/Grass typing (that makes it resistant to Water and immune to Toxic) and its amazing 74/116 HP/SpD base EVs. Most importantly, however, is Ferrothorn's unique capability which all other Kyogre checks lack—the ability to force it out with damage. Ferrothorn has access to a 120 base power STAB move in Power Whip which hits Kyogre super effectively for half of its health that prevents Kyogre from PP stalling it with rest and leftovers. Furthermore, Ferrothorn is able to punish Kyogre's switch ins by setting a free layer of Spikes down every time it comes in.

This Kyurem is one of the best checks to kyogre, but specifically this kyogre due to its dragon tail to phase, freeze dry to chunk ogre, sheer cold to threaten bulky switchins, and roost to heal up. It switches into kyogre with utter impunity, due to its invested special bulk and its utility umbrella. While toxic could be a problem, this kyogre set is not running toxic and therefore, it is a good check

(this is the most kyogre should ever get against you, as you use dragon tail to phase it out and you are directly switching into it)

Fini can Trick a Scarf to Kyogre if it uses anything but Scald (which it wont), forcing it to switch out. If you stack Trick and Taunt you can force it to Struggle lol
Grass Knot is super effective 120bp which can be used to whittle down the ugly ogre, and Toxic can be used to cripple Kyogre or any switch ins if Rest is disabled via Taunt.
Unlike Gastrodon, Kyogre can't even PP stall this thing

Okay being serious this time, Xern can switch in on either a Block or Calm Mind freely and is able to either threaten out the Kyogre with a 100% accurate Thunder, or set up a free Geomancy. Thunder 2khos Kyogre without a Calm Mind up with 252 Modest and if Xern Geos up, it becomes a devastating threat to the rest of the team. Although Xern has to be careful as even uninvested Scald 2khos it before a Geomancy. While not a perfect answer to Kyogre by any means, GeoXern is more than serviceable and can pose a threat even after removing the Kyogre, important calcs below.

Regieleki is able to function as a check to Kyogre; while it cannot take a Scald from it due to its poor bulk, Regieleki's Electric-typing and Wild Charge boosted by Transistor along with a phenomenal Speed tier allows Regieleki to revenge kill it with ease. Maximum Attack investment, Adamant, and Life Orb ensures that Regieleki can successfully OHKO bulky Kyogre using Wild Charge. Although it isn't recommended to switch Regieleki in on Kyogre, it can successfully do this by predicting a move like Calm Mind to be used or if Kyogre is asleep due to Rest. Defensive Kyogre's only potential way of beating Regieleki is by using Dynamax, tanking a hit from Wild Charge and nuking Regeleki with a Max Geyser. However, the opponent is more likely to switch into a Pokemon that can deal with Regieleki such as Ferrothorn and Zygarde-C.
