Rotom-C serves as a great pivot, largely due to its fantastic offensive typing, as its Leaf Storm can threaten common Volt Switch blockers such as Gastrodon, Flygon, and Steelix. Rotom-C also possesses many key resistances that halt opposing Electric-types, such as Xurkitree or Raikou from sweeping. Along with good natural typing, Levitate provides additional defensive utility. Along with Rotom-C's defensive utility, it can become a dangerous wallbreaker with Nasty Plot, threatening even the bulkiest special walls such as Registeel and Umbreon. Despite this, it can face competition from other Electric-types, as it lacks the raw power of Xurkitree and the natural Speed of Raikou. Choice Scarf Rotom-C blitzes by most other Choice Scarf users, such as Gardevoir, Heracross, and Chandelure; however, Flygon, the most common one, can outspeed and give it trouble. Rotom-C can also sometimes be awkward to fit on a team, as it is an Electric-type that does not resist Flying-type attacks from Crobat and Togekiss.

Choice Scarf Rotom-C is able to outspeed most unboosted Pokemon, such as Crobat and Noivern, allowing it to safely pivot on them. Trick allows Rotom-C to shut down defensive Pokemon, such as Registeel and Umbreon, as it removes their Leftovers and limits their defensive utility. Thunderbolt is a consistent attack that is useful for cleaning, but it also gives Rotom-C the extra power to OHKO offensive Crobat and Tornadus, and it is necessary when facing Togekiss, as Volt Switch doesn't force it out. If a team needs entry hazard removal, however, Defog can be run over Thunderbolt, but it is not preferred.

Flygon is Rotom-C's most common partner, as it can threaten the bulky Steel-types that it cannot, as well as create a VoltTurn core that can be difficult to manage for the opposing team. Flygon also covers up Rotom-C's Fire weakness, which can be taken advantage of by Chandelure and Salazzle. In return, Rotom-C takes down the bulky Water- and Flying-types Flygon struggles with. Due to its average Speed, Rotom-C is easy to revenge kill from the likes of Entei, Choice Scarf Heracross, and Salazzle. Grass-types such as Roserade, Vileplume, Celebi, and other special walls such as Assault Vest Reuniclus and Guzzlord are difficult to break through. Pain Split gives Rotom-C the option of recovery, which allows it to take an extra hit to support its setup and overall longevity. Volt Switch can be run to pivot on its checks, but it is not the primary focus of the set.

Pokemon that can take advantage of Grass-types, such as Roserade, Vileplume, and Celebi, should be paired with Nasty Plot Rotom-C. Metagross or Incineroar can both accomplish this role, as well as faster options such as Crobat, Noivern, and Tornadus. This set switches well into a variety of Pokemon, such as Metagross, Raikou, and Starmie. The issue with this set is its lack of reliable recovery, being outclassed by other Pokemon and it only checking a small pool of Pokemon. Shadow Ball is an option to cover Celebi and Dhelmise but doesn't hit much else and Rotom-C can already indirectly deal with them with Volt Switch to bring in a teammate. Substitute can be used on Nasty Plot sets, but spending HP often isn't worth it against more passive teams. Most Nasty Plot Rotom-C checks can break through Substitute easily too. Choice Specs can give Rotom-C the extra power it might lack but is overall inferior to Xurkitree.

**Grass-types**: Rotom-C is completely walled by the many Grass-types in the tier, such as Celebi, Roserade, Dhelmise, Vileplume, and Tsareena. It can only hope to cripple the defensive ones like physically defensive Roserade, Eldegoss, and Ferroseed with Trick.

**Special Walls**: Despite being able to Trick them a Choice Scarf or set up with Nasty Plot, Rotom-C can still struggle to break through special walls like Registeel, Guzzlord, and Bronzong, as it is vulnerable to Toxic.

**Ground-types**: Ground-types, primarily those neutral to Leaf Storm such as Flygon, Steelix, and Nidoqueen, block its Volt Switch, which disrupts its otherwise seamless pivoting; this is crucial for Choice Scarf sets. Although Flygon still takes a hefty chunk from Rotom-C's Leaf Storm, it can heal off most of it with Roost and can pivot on it with U-turn, which does a large amount of damage.

**Faster Threats and Priority**: Although Choice Scarf Rotom-C outspeeds a large portion of the meta, including base 80 and 85 Speed Choice Scarf Users like Chandelure, Gardevoir, and Heracross, faster Choice Scarf users such as Flygon and Indeedee-M can threaten it with U-turn and Expanding Force, respectively. Golisopod's First Impression also forces out Rotom-C while Lucario, Mimikyu, and Entei can pick it off after a little chip.

Choice Scarf Rotom-C is able to outspeed most unboosted Pokemon such as Crobat and Noivern, allowing it to safely pivot on them. idk if this is the best way to put this, but the first sentence seemed awkward to me Choice Scarf also allows Rotom-C to give defensive Pokemon such as Registeel and Umbreon a choice-locked item through Trick, which can shut down their fantastic utilities and remove their Leftovers. Trick allows Rotom-C to shut down defensive Pokemon such as Registeel and Umbreom, as it removes their Leftovers and limits their defensive utility. Thunderbolt should be run as is a consistent attack that is useful for cleaning, (comma) but also gives it the extra power to threaten the OHKO on offensive Crobat and Tornadus, and is necessary when facing Togekiss as Volt Switch doesn't force it out. Though if a team needs hazard removal Defog can take place over Thunderbolt, even if it is suboptimal to be choice-locked into a status move.
